Scope of Effort

Conduct a Low Impact Development Assessment using the Environmental Protection Agency’s Land Use & Green Infrastructure Scorecard and preparation of a Low Impact Development Guidance Manual.

Create a design guidance manual to encourage Low Impact Development (LID) technologies as a way to manage pollutants associated with storm water runoff. The City of Oklahoma City (City) currently has an Oklahoma Pollutant Discharge Elimination System permit, as authorized through the Oklahoma Department of Environmental Quality, which requires the City to maintain pre-development runoff conditions and ensure that controls are in place to prevent and minimize negative water quality impacts1. Based on permit requirements, the scope of this project will include the following elements:

Task 1A – Introductory Stakeholder Outreach

• Identify, convene, and survey key City staff related to LID implementation considerations.

• Introduce the Environmental Protection Agency’s Land Use and Green Infrastructure

Scorecard (EPA Scorecard) elements and identify responsibilities for data collection and compilation.

Task 1A – Conduct LID Assessment

• Collaborate with City departments to provide a comprehensive assessment of local plans, policies, ordinance, and municipal practices using the EPA Scorecard to establish baseline and point in time understanding of LID implementation in the City.

• Identify existing or perceived barriers and collaboratively develop strategic goals to improve the EPA Scorecard result for the City.

• Identify potential incentive solutions and develop an implementation schedule that outlines near and long-term prioritized strategies for internal and external customers which provides estimates of annual cost impacts (funding, staff, equipment).

Task 1A – Present Findings and Identify Improvement Opportunities

• Use the results of the EPA Scorecard to educate applicable boards, commissions, and City staff of current LID implementation and the proposed improvement solutions/strategies for the City.

Task 1B – Develop LID Guidance Manual

• Conduct a comprehensive review of the LID principles and practices of four regional peer cities to determine community suitability and provide design practice recommendations for inclusion into the LID Guidance Manual.

• Development of a design manual with modeling tools to guide the suitability analysis, design, permitting, construction, and maintenance of LID practices.

• Coordinate and provide consistent internal stakeholder opportunities for development and organizational input.

• Provide a final stakeholder meeting with applicable boards, commissions, and City staff to review the final recommendations to improve the EPA Scorecard and to review the final draft design guidance manual.

Task 1B – Publish Manual and Implement Guidance

• Develop materials for a dedicated LID resource page on okc.gov to assist users with the permitting and review processes.

• Provide a workshop to launch the guidance manual to internal and external customers and other community stakeholders.

• Develop LID Guidance Manual training materials which can be used for educational programs development for community outreach purposes.
