About this file

This is Addendum No. 1 to a Request for Qualifications (RFQ) issued by the City of Raleigh, North Carolina's Housing and Community Development Department for the Hillsborough-Western Redevelopment project (RFQ 274-HCD-FY26-18). The addendum, issued July 22, 2026, provides clarifications, corrections, and modifications to the original RFQ and becomes part of the contract documents. The project involves redevelopment of a 3.5-acre city-owned property cluster into a transit-oriented, multifamily affordable or mixed-income rental housing development along the planned Western Boulevard Bus Rapid Transit corridor. The development is anticipated to include 89-124 units across three to five stories with surface parking. Proposals are due August 7, 2026 at 5:00 PM. The City will select up to five qualified firms through this RFQ, with selection announcement tentatively on September 4, 2026. Selected firms will be invited to respond to a subsequent RFP in October 2026, with final developer selection expected in December 2026. The site will be made available via long-term ground lease of at least 50 years and up to 99 years, with the City retaining ownership.

The addendum addresses critical project questions regarding site conditions and infrastructure. Stream buffer surveys are being completed in conjunction with demolition activities and will be available at the RFP stage. The Western BRT's 30% designs have been submitted to the North Carolina Department of Transportation with station locations at Powell Drive and Jones Franklin Road deemed unlikely to change; construction is anticipated to begin in 2029 at the earliest. The Raleigh Housing Authority provided estimated RAD contract rent levels for underwriting purposes: 1-bedroom at $1,660, 2-bedroom at $1,802, and 3-bedroom at $2,245. All proposals must include a minimum of 20 percent of units affordable to households earning 60 percent of Area Median Income or less with an affordability period of no less than 50 years. The City is providing gap financing of up to $1.5 million to support affordable housing units, and developers are encouraged to leverage Low-Income Housing Tax Credits, Wake County gap financing, and Project Based Vouchers.

City of Raleigh Addendum #1 to RFQ 274-HCD-FY26-18

Issue Date: July 22, 2026

To: All Proposers

This Addendum, containing the following additions, clarifications, and/or changes, is issued prior to receipt of proposal packages and does hereby become part of the original RFQ documents and supersedes the original RFQ documents in case of conflict.

Receipt of this addendum must be acknowledged by signing in the area indicated below. Please make the follow additions, clarifications, and/or changes to the RFQ as listed below and sign and return this addendum with your proposal package.

Item 1: Clarification, Corrections, Modifications Section 1.2 Background The Hillsborough-Western Site has prime frontage along the planned Western BRT route, the second third of four routes to be constructed.

Item 2: Questions and Answers

The following questions have been received for RFQ 274-HCD-FY26-18. Answers are provided below for each question.

1. Has the stream feature on the eastern boundary of the site been mapped? Is the top of bank that establishes the extent of the stream buffer been surveyed?

a. Not yet. A survey is being completed in conjunction with the demolition of the remaining properties on the Hillsborough St. parcels. The survey will be available to proposers at the RFP stage.

2. Hillsborough Street adjacent to the site is classified as a “Avenue/3-Lane/Parallel

Parking” street section. Have there been any discussions with NCDOT regarding the addition of the parallel spaces?

a. No, we are not aware of any discussions about adding parallel parking spaces to this section of Hillsborough with NCDOT.

3. The preliminary station planning for the Western BRT indicates the subject property is about mid-point between stations (Jones Franklin Road and Powell Drive). Are these station locations final? Any update on the schedule for the Western BRT?

a. 30% designs for the Western BRT have been submitted to NCDOT, and they provided comments which Transportation is currently addressing. No issues with the station locations at Powell Drive or Jones Franklin Road were identified in the initial review, so these station locations are unlikely to change. The Western BRT is currently anticipated to begin construction in 2029 at the earliest. Once 30% designs are approved, Transportation will begin public engagement (later in 2026). 30% designs will also be posted at https://raleighnc.gov/projects/wake-brt-western-design-and-construction once approved.

4. Would it be possible for RHA to provide guidance on estimated RAD contract rent levels so respondents can make more informed underwriting assumptions?

a. Per RHA: The following RAD contract rents can be used for preliminary underwriting inputs. Please note that these are approximate numbers and the final contract rents are HUD determined and there will be some contract rent range variability.

i. 1 BR - $1,660

ii. 2 BR - $1,802

iii. 3 BR - $2,245 We advocate that partners underwrite these RAD contract rents towards <30% AMI units to capitalize most on the federal subsidy.

5. Is there an appetite for any for-sale product in addition to the for-rent product?

a. The City’s priority is rental housing; proposals also incorporating a for-sale product are acceptable.

6. Does the City have a preference for a local development/design team?

a. No, there is no preference for local teams built into the scoring of this RFQ.

7. Are the preliminary test fits available for review?

a. The estimated unit count was shared in the RFQ, but we will not be sharing the actual test fits.

8. Are there any appraisals, environmental reports, or surveys available for review?

a. Reports for the Phase 1 ESA and Limited Phase 2 ESA conducted in 2024 have been uploaded here Community Development Funding Opportunities | Raleighnc.gov.

9. Were there traffic studies done?

a. Based on Transportation’s review, no traffic studies were required during the rezoning. Traffic studies may be required at permitting, if necessary.

10. Is the 25% concentration target for RAD PBV's a maximum limit, or does "target" mean there is room to go above?

a. Per RHA: RHA’s preference is for a 25% concentration to maximize deep subsidy while creating efficiencies in the administration of these partnerships. Deviation from that 25% target would be on a case-by-case scenario after analysis.
