About this file
This addendum to Invitation to Bid No. RFB-66-24 is issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, for HVAC replacement operations at the West Kentucky Correctional Complex in Lyon County, Kentucky. The project involves specified modifications to the original bid documents, including updates to manufacturer specifications, omission of certain control system requirements, and operational constraints specific to the correctional facility environment. The addendum, dated October 4, 2023, becomes binding upon the contract issued in response to the invitation to bid.
The addendum establishes critical operational requirements for contractor personnel and activities at the correctional complex. Personnel must complete background checks and minimum three-hour site orientation and PREA training before facility access, and employees will be searched upon each entry and exit. Contractor vehicles are prohibited within the compound, though pre-approved equipment such as lifts, forklifts, cranes, and trailers may be used with daily movement by the owner. Work is restricted to daylight hours between sunrise and sunset, and all tools, materials, and debris must be removed daily with nothing remaining overnight. Contractors must furnish portable toilet and handwashing facilities, provide temporary heat units for occupied areas, wear distinguishing company-identified clothing (avoiding tan or orange), and are prohibited from bringing cellphones into the facility. Additionally, the contractor must supply all trash and waste removal facilities independent of the owner's dumpsters, and training documentation must be videotaped using professional equipment rather than personal devices.
