About this file
This is an Addendum One issued by the California Department of Transportation's Division of Procurement and Contracts for IFB No. 02A1544 regarding Medical/Physical Examinations. The addendum primarily revises the bid submission timeline, extending the final date for bid submission from May 17, 2016, to May 24, 2016, at 2:15 PM Pacific Time, with bid opening scheduled for 3:00 PM the same day.
The addendum addresses two questions from potential bidders, clarifying that subcontracting is not permitted under the agreement, specifically stating that the use of a Third Party Administrator contracting with medical clinics would be considered subcontracting. A second question regarding advance notification for walk-in examinations is noted as pending answer in a future addendum.

QUESTIONS AND ANSWERS
Q1: Exhibit A, Page 1 of 5 of the State’s IFB #02A1544 reads in part, “Subcontracting is not permitted under this Agreement.”
However, would the State consider a bid whereby it [the State] only contracts with a Third Party Administrator, which would in-turn manage the medical clinic[s] performing the medical services, and therefore the State would only directly communicate with the TPA for all services necessary to fulfill the requirements of the IFB?
A1: Subcontracting is not permitted under this Agreement. See Attachment #8, Exhibit A, #3. A Third Party Administrator contracting with a medical clinic(s) performing the medical services is considered subcontracting.
Q2: Exhibit A, Page 2 of 5 #7 of the State’s IFB #02A1544 reads in part, “Scheduling of Exams: All examinations are done on a walk-in basis.”
However, would the State be willing to work with the successful vendor to notify that organization at least 1-day ahead of time of the State’s intent to send walk-in applicant[s] or employee[s] to the medical facility that following day? This would allow the vendor to better staff manpower and ensure all necessary paperwork was ready in order to create the smoothest possible evaluation experience for the individual. (For instance, this would allow the vendor to send the applicant or employee the Respirator Medical Questionnaire ahead of time so that he or she could (if desired) complete the questionnaire prior to the appointment).
A2: Answer to question #2 will be answered in a follow-up addendum.
REMINDER: Final date for submission of bids is on May 24, 2016.
Sincerely, Rolesa Indalecio Acquisitions Analyst
