About this file
This document is an Addendum No. 4 to an Invitation to Negotiate (ITN) issued by the Florida Department of Transportation (FDOT) for a SunTrax® Test Facility Operator contract. The solicitation (DOT-ITN-25-8031-SM) includes several key amendments, primarily changing references from "Florida's Turnpike Enterprise" to "FDOT Central Office" and adjusting the contract timeline. The initial contract term is now anticipated to begin on November 3, 2025, and will be effective for five years, with potential renewals for up to five additional years. The addendum modifies the negotiation meeting locations to include both Florida's Turnpike Headquarters in Ocoee and the FDOT Burns Building in Tallahassee, and updates contact information for procurement officers.
The addendum provides detailed instructions for bidders/proposers, including the requirement to acknowledge receipt by September 26, 2025. It outlines the process for negotiation meetings, which can be conducted in-person or remotely, and specifies the Negotiation Team's flexibility in scheduling and location. The document also includes a protest procedure for any parties adversely affected by the addendum, requiring a written notice of protest within 72 hours and a formal written protest within 10 days, in compliance with Section 120.57(3) of Florida Statutes.
