About this file
This is Addendum No. 2 to an Invitation to Bid issued by the Louisiana Office of State Procurement on behalf of the Louisiana Department of Corrections - Prison Enterprises for RFx Number 3000026430 for food items for canteen resale. The addendum modifies the original solicitation to clarify product specifications and addresses vendor inquiries regarding acceptable product variations. The scope includes five line items: Jack Mackerel or Pink Salmon in soybean oil or brine (36,000 cases estimated); Roast Beef and Gravy in pouches (1,500 cases estimated); Chili Cheese Corn Chips (6,500 cases estimated); M&Ms Plain in boxes of 36 bags (3,413 boxes estimated); and Snickers bars in boxes of 48 bars (3,024 boxes estimated). Key specification changes include clarifying that Jack Mackerel or Pink Salmon may be packed in either soybean oil or brine, and that 3.40 to 3.60 ounce pouches of fish fillets are acceptable. The contract award date was originally scheduled for July 21, 2026, at 10:00 a.m. Central Time. The contract term begins upon award and ends December 31, 2026, with options to extend for two additional 12-month periods at identical pricing for a maximum total of 36 months. All deliveries are required on a called-as-needed basis with a 7 to 10-day delivery requirement following order receipt.
All pricing must be complete and inclusive of transportation, freight charges prepaid to destination with inside delivery, unpacking, assembly, and debris removal, quoted on an F.O.B. Destination basis. Bid prices must remain firm for a minimum of 30 days and for the entire contractual period if accepted. Louisiana Preference provisions apply, allowing preference for Louisiana products, Louisiana-further-processed agricultural products, and Louisiana-manufactured items within specified cost thresholds (10%, 7%, and 10% respectively), followed by United States-manufactured products within a 5% cost threshold. Payment will be made electronically via procurement card for purchases of $5,000 and under or through Electronic Funds Transfer for other payments. The addendum clarifies that only brand names and models explicitly identified in the solicitation are accepted; substitutions require prior written approval from the Office of State Procurement. For items such as Frito-Lay Chili Cheese Corn Chips with specific packaging requirements and fish products, vendors may submit documentation identifying the exact manufacturer item and specifications, though product documentation need not expressly state the fish species if the manufacturer and product are clearly identified.

The following are the Vendor’s Questions and the State’s Responses:
Vendor’s Question 1. Since the bid specification lists 12-24 units per case, I am confused how the estimated yearly usage is calculated, can you confirm? If these are items currently being purchased, can you tell me what the current usage is per each? This way I can review the estimated quantity projections to my team?
State’s Response 1. The estimated quantities provided are based on historical usage from previous years. As stated in Attachment A – Special Terms and Conditions, page 6, the Estimated Quantities clause states that the quantities can be increased or decreased during the term of the contract. If the State accepts 12 per case the quantities could be increased at the same prices.
Vendor’s Question 2. For the above bid is the mackerel pack in oil or brine?
State’s Response 2. The State requests that the Jack Mackerel or the Pink Salmon be packed in brine or soybean oil. Please see the updated information on line 1 of the RFx.
Vendor Question 3. On line 1, Jack Mackerel OR Pink Salmon in water...The size range is 3.4-3.6-oz... most jack mackerel is in a 12-oz pouch...Would 3.53-oz mackerel fillets be acceptable. For Salmon, would salmon in brine be acceptable?
State’s Response 3. As stated on line 1 of the solicitation 3.40 – 3.60 ounce size pouches are being requested, as long as the pouches are within this range, fillets are acceptable. Salmon packed in Brine is acceptable. Please see the updated information on line 1 of the RFx.
Vendor Question 4. On Line 3, Frito-Lay Chili Cheese Corn Chips. Spec states the bag needs a "clear panel", but we have been told that one company has an exclusive on that item with a clear window, which would seem to limit competition on this item. Can we bid the same item in Frito-Lay's standard package?
State’s Response 4. As stated on the solicitation, these items are for canteen resale. Where listed only brand and model or some other designation that identifies a specific product to be offered, exclusive of others, specified will be accepted.
Vendor Question 5. The potential product we are evaluating is a 3.53 oz pouch in soybean oil, packed 24 pouches per case, but the product and currently available manufacturer/retailer materials identify the fish only as “Mackerel,” not expressly as “Jack Mackerel.” Would the State accept this product for Line 1 if the bidder identifies the exact manufacturer item and submits the available product documentation, or must the product documentation expressly identify the species as “Jack Mackerel”?
State’s Response 5. As stated on the solicitation, these items are for canteen resale. Where listed only brand and model or some other designation that identifies a specific product to be offered, exclusive of others, specified will be accepted.
All else remains as on original Invitation to Bid.
