About this file
This is an Addendum No. 1 to an Invitation to Bid (ITB) issued by the State of Louisiana Office of State Procurement for drink items destined for canteen resale at Louisiana State Penitentiary. The addendum addresses four vendor inquiries and provides clarifications regarding product specifications, delivery requirements, and contract terms. The ITB (RFx 3000026676) covers twelve line items including branded soft drinks (Fanta varieties), sports beverages (Powerade), juice (Minute Maid orange), tea (Gold Peak sweet tea), and drink mix products (Island Punch Singles To Go, Kool Aid, Hawaiian Punch, and Keefe brand). The bid opening is scheduled for October 6, 2026, at 10:00 a.m. Central Time. The contract term runs from January 1, 2027, through December 31, 2027, with two optional 12-month renewal periods available, not to exceed 36 months total. The contract operates on a blanket order basis with orders placed on an as-needed basis and quantities that may vary.
The addendum clarifies critical specifications and requirements: products must maintain a minimum shelf-life of 2 to 6 months upon receipt, sugar-free products are required with both listed flavors or approved equivalents available in specified packaging configurations (10 singles per box, 12 boxes per case), and delivery means placement only at the canteen receiving area without unpacking or shelf-stocking obligations. Bidders may state commercially reasonable minimum order quantities, and all freight charges must be included in unit pricing for each line item, with delivery required within five to seven days after order receipt during Monday through Friday business hours (7:00 a.m. to 2:00 p.m.), excluding holidays. Vendors requiring predecessor contract pricing and actual order quantity information should contact LaKeisha Bryant at LaKeisha.Bryant2@la.gov. Bidders who have already submitted bids must either acknowledge receipt of the addendum if no bid revisions are necessary or submit revised bids prior to the October 6, 2026, bid opening.

The following are the Vendor’s Inquiries and the State’s Responses:
Vendor’s Inquiry #1: All three special conditions, Delivery: What minimum remaining shelf-life is required at receipt? Does inside delivery mean placement at the canteen receiving area, or does it include unpacking each case and stocking shelves?
