About this file

This is Addendum No. 1 to an Invitation to Bid issued by the State of Louisiana Office of State Procurement for RFx Number 3000026674, concerning grocery items for canteen resale at the Department of Corrections - Prison Enterprises (DOC-PE). The addendum addresses vendor inquiries and clarifies specifications for products included in the blanket order contract. The solicitation covers ten product categories with specified case quantities, including pork rinds (6,000 cases), chocolate sandwich creme cookies (12,500 cases), and other snack items totaling approximately 59,360 cases. The addendum modifies packaging specifications for pork rinds from 2 oz./bag to 2-3 oz./bag (12 bags/case) and confirms chocolate sandwich creme cookies packaging as 5 oz./pack with 24 packs per case rather than 25. Bid opening is scheduled for October 6, 2026 at 10:00 AM CT. The contract period runs January 1, 2027 through December 31, 2027, with two optional 12-month renewal periods available, not to exceed 36 months total.

The addendum clarifies that minimum shelf-life requirement upon receipt is 2-3 months, delivery means placement at the canteen receiving area without requirement for unpacking and stocking shelves, and bidders may state commercially reasonable minimum order quantities. All pricing must be firm for the entire contract period and include transportation, freight prepaid to destination, inside delivery, and related costs under F.O.B. Destination terms. Freight charges must be included in bid pricing for each item and are required for individual case orders. Bidders requiring information regarding predecessor contract pricing and order quantities should submit email requests to LaKeisha.Bryant2@la.gov. The State reserves the right to increase or decrease quantities as needed throughout the contract term and to request acknowledgement of addendum receipt from bidders, with failure to acknowledge not relieving bidders of compliance obligations.

RFx Line 7 - Chocolate Sandwich Crème Cookies Reads: Pkg: 5 oz./pack, 25 packs/case RFx Line 7 - Chocolate Sandwich Crème Cookies Changed to Read: Pkg: 5 oz./pack, 24 packs/case The following are the Vendor’s Inquiries and the State’s Responses:

Vendor’s Inquiry #1: All three special conditions, Delivery: What minimum remaining shelf-life is required at receipt? Does inside delivery mean placement at the canteen receiving area, or does it include unpacking each case and stocking shelves?

State’s Response #1: The minimum shelf-life requirement is 2-3 months upon receipt. Yes, delivery means placement at the canteen receiving area. Unpacking and stocking shelves are not required for correctional facilities.

Vendor’s Inquiry #2: RFx 3000026674, Line 7: Please confirm whether chocolate cookies require 25 packs per case, as printed, while line 6 specifies 24 packs per case.

State’s Response #2: Line 7 is 24 packs per case.

Vendor’s Inquiry #3: Blanket Order Contract and line-item minimum order fields: May a bidder state a commercially reasonable minimum order per delivery without becoming nonresponsive? Are deliveries combined across awarded lines, or must freight be priced for a single case ordered alone?

State’s Response #3: Bidders may state their company's minimum order quantity. The freight must be included in the bid pricing for each item bidding. These items will be ordered on an as-needed basis. Quantities may vary.

Vendor’s Inquiry #4: Please also identify any publicly available predecessor contract or award pricing and actual order quantities for these lines, including typical order size and frequency. We request only records available without a fee; please advise before any charge.

State’s Response #4: For information regarding predecessor contract or award pricing and actual order quantities, please send an email request to LaKeisha.Bryant2@la.gov.

Vendor’s Inquiry #5: A manufacturer response has now revealed a material conflict in RFx 3000026674, line 3. Brimhall Foods confirmed that it does not produce a 2 ounce, 12 bag case of pork rinds, although Brim's is one of the three specifically permitted brands.

State’s Response #5: The packaging for Line 3 - Pork Rinds has been updated to a packing range to include ounces for all acceptable brands.

All else remains as on original Invitation to Bid.
