About this file

This document is Addendum No. 1 for the Louisiana Office of State Procurement's Invitation to Bid (ITB) for the Department of Transportation and Development (DOTD) Anti-Ice Sprayers & Controllers, solicitation number RFx 3000024575. The addendum modifies the original bid specifications, addressing vendor questions and clarifying requirements for gas-powered anti-ice spray systems. Key changes include accepting a 1035-gallon tank capacity, approving hot-dipped galvanized framework instead of powder coating, and specifying electric start requirements. The bid is scheduled to open on April 30, 2025, at 10:00 AM CT, with the state allowing modifications to the original specifications to accommodate vendor capabilities while maintaining core technical requirements.

The addendum provides critical clarifications about system operation, particularly for units without a controller. The state indicated that flow control valves can be mechanically bypassed, and momentary switches can be used for on/off valve operations. The procurement allows for potential future controller purchases when additional funding becomes available. The document maintains flexibility for bidders by permitting alternative configurations while ensuring the core functionality of the anti-ice spray systems meets DOTD's operational needs. Vendors are required to acknowledge the addendum, with options to submit unchanged bids or provide revisions prior to the bid opening, emphasizing the state's commitment to a transparent and adaptive procurement process.

ADDENDUM NO. 01

Your reference is directed to RFx Number 3000024575 for the Invitation to Bid (ITB) for the State of Louisiana – Anti-Ice Sprayers & Controllers DOTD, which is currently scheduled to open at 10:00AM CT on 04/30/25.

The following changes are to be made to the referenced solicitation:

Questions from the Vendor and State’s Responses:

Vendor Question 1. Electric Start or manual Start for the Gas powered motor?

State’s Response: Electric start only.

Vendor Question 2. Will a 1035 Gallon unit be acceptable?

State’s Response: 1035 Gallon will be acceptable. Please see revised Attachment B - Specifications – Pages 1-5.

Vendor Question 3. Will Hot Dipped Galvanized Framework be accepted in place of powder coating?

State’s Response: Hot Dip Galvanize will be acceptable. Please see revised Attachment B - Specifications – Pages 1-5.

Vendor Question 4. If controller is not provided how do they plan to control the systems (boom on/off or flow control) is there existing controllers for some? Usually we will package a controller with a sprayer.

State’s Response: For use without a controller, the 3 way electric control valves must be capable of being wired and operated by momentary switches.

Vendor Question 5. Not exactly following their answer for without a controller, the lane valves could be easily wired to on/off switches but the flow control valves are PWM controlled so a momentary switch would not work. Maybe they are just looking for Lane on/off in the open loop form?

State’s Response: When used without a controller, the flow control will be mechanically by-passed. The momentary switches will then be used to operate the off/on valves. We are purchasing these units with the flow control capability as a controller might be purchased when additional funding is available. At this time for the units without a controller, they will be modified to operate as a fixed rate off/on application system.

Replacing Attachment B – Specifications – Pages 1-5 in its entirety.
