About this file

This is Addendum No. 1 to a Request for Proposal issued by San Bernardino County's Project and Facilities Management Department for Job Order Contracting Consultant Services (Project No. ANE223-ANE2C-6430). The addendum addresses three key questions from potential proposers regarding RFP requirements. The County seeks a qualified consultant to implement a comprehensive JOC program, transition the County's existing JOC program into the consultant's management system, and migrate all existing awarded JOC contractors and active projects by January 7, 2027. The transition must support operational continuity and minimize project disruption. Additionally, the consultant must provide procurement support for future JOC procurements, including both traditional low-bid JOC and Best Value JOC methodologies. The proposal submission deadline was August 6, 2026, and proposers were required to acknowledge receipt of the addendum by inserting its number and date in their RFP submittal.

The addendum clarifies that proposers may use their own terminology equivalent to "Task Catalog," provided deliverables meet the functional requirements specified in the RFP. The County has not yet determined whether to pursue traditional procurement methods under Public Procurement Code 20128.5 or Best Value JOC with Skilled & Trained Workforce requirements, and reserves the right to select either methodology for future solicitations. The consultant must demonstrate experience supporting both procurement approaches. No specific pricing terms, set-aside information, funding amounts, or contract renewal options are detailed in this addendum; such information would be contained in the primary RFP document.

ADDENDUM NO. 1

TO THE REQUEST FOR PROPOSAL (RFP) FOR

JOB ORDER CONTRACTING CONSULTANT SERVICES

The following changes and/or additions shall be made to the RFP. All other requirements of the RFP documents shall remain the same. The proposer shall acknowledge receipt of the addendum by inserting its number and date in the RFP submittal.

1. Request for Information Questions and Answers:

Q1: The term "Task Catalog" may be trademarked. Is there another term we can use?

A1: The County acknowledges that the term "Task Catalog" may be associated with proprietary or trademarked terminology. For purposes of this solicitation, the term shall be interpreted generically to mean the comprehensive unit price construction catalog required by the County. Proposers may use their own equivalent terminology, provided the proposed deliverable meets the functional requirements and intent described in the Request for Proposal.

Q2: The RFP requires the transition to be completed before January 7, 2027. Does

"completed transition" mean the new JOC contractors must already be under contract and operational by that date, or that the successful Consultant has completed implementation and is ready to begin the contractor procurement process?

A2: No. Completed transition does not require the procurement or award of new JOC contractors by January 7, 2027.

Completed transition includes the implementation of the Consultant's JOC program and the transition of the County's existing JOC program, including the migration of all existing awarded JOC contractors and active, ongoing projects into the Consultant's JOC management system. The transition shall be completed in a manner that supports continuity of operations and minimizes disruption to projects in progress.

The Consultant shall provide procurement support, as requested by the County, for future Job Order Contracting procurements, including both traditional JOC and Best Value JOC procurements, in accordance with the Scope of Work.

Q3: Is San Bernardino County wanting to follow the old Public Procurement Code

20128.5 for low bid JOC or are you also interested in creating a best value JOC program where "Skilled & Trained workforces" are required?

A3: The County is seeking a Consultant with demonstrated experience supporting both traditional Job Order Contracting (JOC) procurements and Best Value JOC procurements. As part of the procurement support services described in the Scope of Work, the Consultant shall be capable of assisting the County with either procurement methodology, as requested by the County and in accordance with applicable laws.

The County has not made a final determination regarding the procurement methodology or whether Skilled & Trained Workforce requirements will be incorporated into future JOC procurements. The County reserves the right to determine the procurement methodology and applicable contract requirements for future solicitations.
