About this file
This is Addendum No. 1 issued by the Michigan Department of Environmental Quality (MDEQ) - Remediation and Redevelopment Division (RRD) for the Grant Mini-Mart Demolition & Source Soil Removal project at 92 S. Maple Street in Grant, MI. The addendum revises the bid due date from March 14, 2018 to March 21, 2018 at 2:00 PM EDST and extends the contract completion time to 60 calendar days from Notice-to-Proceed. The project scope includes demolition, transportation, and recycling/disposal of the Mini-Mart building, canopy, asphalt parking lot, light poles, and ancillary structures, as well as excavation, transportation and disposal of petroleum contaminated soil, backfill and compaction of excavation, gravel surface course, and site restoration.
The addendum includes several technical clarifications, including that groundwater dewatering is not required, excavation depth will terminate one foot above the static groundwater surface (estimated around 19-20 feet below grade), and a slide-rail system from Efficiency Productions is mandatory with no substitutions allowed. Drawing Figure C-3 was revised to C-3R to include additional requirements for the western side-wall excavation. All materials removed must be disposed of at licensed waste facilities, and asbestos abatement costs should be included in the demolition bid item rather than the provisionary allowance. The MDEQ strongly encourages completing work before June 11, 2018 to avoid conflicts with scheduled MDOT road construction.

CLARIFICATIONS
The following questions by prospective bidders were received on or before the Wednesday 2:00 pm (EST) March 7, 2018 deadline. Responses to the questions have been included following each questions, and are intended as clarification to the Bidding Documents.
Q1. Can (you) provide an assumed amount of groundwater we should plan on transporting and disposal?
R1. Groundwater dewatering (i.e. depression) is not a requirement of these Bidding Documents. As shown on the Contract Drawings, the limits of the excavation will be the natural groundwater elevation/level. It is also the intention that any precipitation events, shallow perched groundwater, or storm-water run-off that enters the excavation will become groundwater and therefore not require dewatering.
Q2. Can you clarify the design depth of the excavation? Are we going to 100% of the 25’ (maximum) digging depth?
R2. See Note #4 on Figure C-4. “Maximum depth of excavation shown. Actual depth will terminate one foot above the static groundwater surface encountered at the time work is completed.”
This means the actual digging depth won’t be determined until the excavation process is underway and the actual depth of the groundwater surface can be discovered. Based on historical observations from MDEQ records the average groundwater level was between 19 and 20 feet below grade level (BGL). The value of 25 feet reflects the lowest recorded groundwater level, not the average.
In addition, a depth of approximately 20 feet below grade level was used to generate the bid item quantities for Payment Items No. 3 and No. 6. This is to reflect the value of the average groundwater depth, which is most likely to be closer to the level at the time the work is completed. Modifications to the bid quantities by plus or minus 20% are allowed at the contract bid Unit Rate.
Q3. Will a slide-rail system be the only form of shoring accepted for this project?
R3. The specified slide-rail system from Efficiency Productions is a requirement for completion of the soil excavation portion of the work, as specified by the Contract Drawings and these Bid Documents. Substitutions for the slide-rail system are not allowed.
Q4. Are all concrete and asphalt removed from the job to be disposed (of) at a type II landfill? If not, can you clarify areas that do?
R4. All materials removed from the site for disposal must be disposed of at a licensed waste disposal facility.
For clarification on what to do with removed concrete and asphalt pavements See Section 02 61 00 “Earth Excavation”, Part III, Paragraph G, sub-paragraph 3:
“Other Non-Hazardous, Non-Contaminated Materials:
All miscellaneous debris, waste, and unsatisfactory materials resulting from this work shall be removed from the Site, unless otherwise specified or directed by Professional, and upon removal shall become property of the Contractor. All disposal/recycling of material shall conform to Federal, State, and local requirements. All removed materials shall be documented by manifests and disposal/recycling facility acceptance tickets, with copies given to the Professional within two (2) business days after removal from the site.”
See this same section and paragraph, sub-paragraph 2 for disposal requirements for excavated petroleum impacted soil.
Q5. Can you confirm the aggregate surface cover is to be a 2-inch layer of proposed aggregate?
R5. Yes, the aggregate surface course specified in the Contract Drawings, specifically, Figure C-6 is correct. The minimum thickness must be 2 inches.
Q6. Is it the expectation that the costs for all asbestos abatement will be included in the demolition of the building, or would this be handled under the provisionary allowance?
R6. Any costs by the bidder for asbestos abatement should be included in an appropriate payment item, such as Item No 2 – Selective Site Demolition. Since an asbestos survey was provided with the bidding documents, use of the provisionary allowance to address known information is not appropriate.
It is the intention of the Provisionary Allowance to cover unforeseen items and circumstances that may arise during execution of the work, or to cover approved (i.e. by the Professional and Owner) quantity modifications for Payment Items that exceed the plus/minus 20% variance.
Q7. There are two separate MDOT Contracts (PN 200549 and PN 118166) scheduled from May through September that will directly impact M-37 between 128th Street and State Road. Since the Mini-Mart project will require substantial truck traffic, would the DEQ allow the contractor the option to execute the Mini-Mart work in the October/November time frame?
R7. The MDEQ Project Manager (Nancy Johnson) spoke with MDOT about their project in Grant this summer, and they indicated that the project is scheduled start on June 11, 2018 and it would be best for truck traffic to complete the Grant Mini-Mart project prior to that time. They will have only 1 lane open during their construction.
The start of the project Time-to-Completion will remain the date of issuance of the Notice-To-Proceed. Based on correspondence with the DTMB, the Notice-To-Proceed is estimated to be issued in mid-April, 2018. The successful bidder is strongly encouraged to plan on starting work as soon as possible from the Notice-To- Proceed so that the work can be completed prior to June 11, 2018.
