About this file

This Addendum No. 1 is issued by the San Bernardino County Department of Public Works for the Riverside Drive mill and overlay project (Work Order H15308) in the Chino area. The addendum amends the Project Special Provisions for sealed bid proposals due August 6, 2026 at 10:00 AM, with public bid opening viewable via GoTo.com. The project encompasses pavement milling and overlay work, ramp construction, and traffic signal modifications on Riverside Drive across approximately 0.2 miles west of Reservoir Avenue to 0.13 miles east of Pipeline Avenue, and 0.04 miles west of Towne Avenue to 0.03 miles east of Towne Avenue. Significant bid items include cold planing of 40,850 square yards of asphalt concrete pavement at varying thicknesses, placement of 6,300 tons of asphalt concrete in multiple gradations, asphalt-rubber binder seal coat application over 42,500 square yards, patching of 77,700 square feet of asphalt concrete, and traffic striping and marking totaling over 65,000 linear feet. The tentative project start date is fall 2026, and a pre-bid meeting and bidders conference are available via GoTo Meeting. Contractors must hold California Class "P" or "C-12" licensure.

The addendum replaces original Proposal Sheets P-4 and P-5 with revised versions listing 42 line items including a $100,000 lump sum allowance for supplemental work at force account for unforeseen differing site conditions and utility conflicts. Key amendments include revised Quality Control Program requirements requiring contractor submission of detailed testing and paving plans with specified payment allocation (15% development and approval, 70% weekly inspections, 15% final documentation), expanded fire prevention plan requirements with specific equipment and protocol mandates, and modified builders risk insurance provisions requiring open-perils coverage without coinsurance penalties. The County does not release engineer's estimates in bid documents. Liquidated damages are addressed in Section 8-1.10A of the Standard Specifications. Bid bonds are required as specified on pages P-19 and P-20 of the Special Provisions, with hard copies submitted to the Public Works Department at 825 E. Third Street, San Bernardino, CA 92415. All proposals must include signed acknowledgment of receipt of Addendum No. 1 or the proposal will not be accepted.

G. The Contractor shall be aware of the Fire Index and conform to the following:

The Wild Land Fire Danger Rating System established by the United States Forest Service and the State of California Department of Forestry is designed to estimate the relative effect of weather on the several aspects of fire behavior, such as spread, intensity, and ignition.

The combination of these effects make up the Fire Index, the severity of which is as follows:

LOW MEDIUM HIGH VERY HIGH EXTREME

The daily Fire Index may be obtained from the U.S. Forest Service and the Department of Forestry. When the Fire Index is “Very High” or “Extreme”, the Engineer will notify the Contractor for dissemination and action in the area affected.

6) Vehicular travel will be restricted to cleared areas except in case of

7/31/2026 emergency.

When the fire reaches “Extreme,” the following precautions shall be taken in addition to those listed above:

1) Any work of a nature which could start a fire shall require that properly equipped fire guard(s) be assigned to such an operation for the duration of the work.

2) Smoking will be permitted only in automobiles and truck cabs equipped with an ashtray, unless prohibited by other authority.

If the project is shut down or partially shut down on account of hazardous fire conditions, working days during such period will be determined in the same manner as provided in Section 8-1.06, “Time of Completion,” of the Standard Specifications for shutdowns due to weather.

If field and weather conditions become such that the determination of the Fire Index is suspended, the provisions under Items “F” and “G” of this section will not be enforced for the period of the suspension of the determination of the Fire Index. The Engineer will notify the Contractor of the dates of the suspension and resumption of the determination of the Fire Index.

Prior to tree removal, welding, any open flame activity, flammable liquids storage, or blasting operations, the Contractor is required to obtain permits from the local U.S.

Forest Service Ranger Station and the California Department of Forestry Station in Yucaipa. The Contractor shall comply with all provisions of the permits.

Full compensation for conforming to the provisions herein, including payment for permits, shall be considered as included in the lump sum item for Fire Prevention Plan and no separate payment will be made therefor.

Replace Section 7-1.06 Insurance (Course of Construction/Installation Property Insurance) on page SP-43 with:

Course of Construction/Builders Risk -

Contractor shall maintain builders risk or course of construction property insurance on an open-perils basis covering the full replacement cost and completed value of the Work, without a coinsurance penalty.
