About this file
This Addendum No. 1 document, issued by the State of Louisiana Office of State Procurement on behalf of the Louisiana Department of Health, modifies the Invitation to Bid (ITB) for Armed Security Guard Services at LDH-Region 9 in Hammond, Louisiana (RFx Number 3000026723). The original bid opening was scheduled for October 6, 2026, at 10:00 a.m. CT but has been rescheduled to October 14, 2026, at 10:00 a.m. CT. The scope requires one armed security guard providing on-site services Monday through Friday from 8:00 a.m. to 4:30 p.m., with an estimated 2,200 hours annually. The initial contract term begins July 1, 2026, or upon award date (whichever is later) and runs through June 30, 2027, with two optional 12-month renewal periods available under the same terms and conditions. A mandatory site visit and meeting with office personnel must occur no less than seven days before services commence. The addendum addresses six vendor questions regarding hour calculations for the first year, fidelity bond requirements, billing for additional guards and court testimony, timing of background and drug screening submissions, and the correct delivery address (45615 University Park Avenue).
The addendum clarifies critical insurance and bonding requirements: the blanket fidelity bond coverage minimum has been revised from $100 to $100,000 per occurrence, with a blanket crime insurance policy of $100,000 minimum per occurrence for employee theft as an acceptable alternative. The contractor must maintain Workers Compensation insurance ($1 million minimum per accident), Commercial General Liability ($1 million per occurrence / $2 million aggregate), and Automobile Liability ($1 million combined single limit). The minimum wage requirement is $18.00 per hour, with overtime at one and one-half times the chargeable rate for hours exceeding 40 per week when authorized. All unit prices submitted by bidders must reflect potential added costs for additional guards or court testimony, as there is no separate line item for these services. Background checks and drug screening results must be completed before officers begin work. Award will be made to the lowest responsive, responsible bidder, and the state will process all payments electronically via LaCarte procurement card for purchases of $5,000 or under or Electronic Funds Transfer for larger amounts.

ADDENDUM NO. 01
Your reference is directed to RFx Number 3000026723 for the Invitation to Bid (ITB) for the State of Louisiana – Armed Security Guard Service – LDH-Region 9 which is currently scheduled to open at 10:00 am CT on October 6, 2026.
Questions from the Vendor and State’s Responses:
Vendor Question 1. Is the 2,200-hour estimate correct when the initial term ends June 30, 2027?
State’s Response: No, it’s not an estimate. Your first year would be prorated since the award would be starting late but if you are awarded the bid and decide to utilize your first renewal then you would have the full 2,200 hours for that year.
Vendor Question 2. Is the fidelity bond requirement $100 or $100,000 per occurrence?
State’s Response: See Attachment A – Special Terms and Conditions – Pages 1-9 starting at page 8, the fidelity bond requirement has been revised to state the minimal requirement is $100,000.
Vendor Question 3. Is time spent testifying in court separately billable?
State’s Response:
There is no additional line for additional guards so you would charge the same as Line 1. Your unit price that you submit should reflect all your potential added cost.
Vendor Question 4. Are additional guards billed at the same hourly rate?
State’s Response:
There is no additional line for additional guards so you would charge the same as Line 1. Your unit price that you submit should reflect all your potential added cost.
Vendor Question 5. Should background and drug-screening results be submitted before award or only before officers begin work?
State’s Response: See Attachment B – Specifications pages 4-5 states the contractor must provide information on the new employee’s criminal background and drug testing results before they may begin work.
Vendor Question 6. Is the correct address University Park Avenue or University Park Drive?
State’s Response: 45615 University Park Avenue.
