About this file

This addendum to the Invitation to Bid (ITB RFx 3000026483) issued by the Louisiana Office of State Procurement on behalf of the Louisiana Department of Wildlife and Fisheries (LDWF) documents 36 vendors' inquiries and corresponding state responses regarding temporary seasonal personnel services. The solicitation seeks staffing across four disciplines—guides, head cooks, cook's helpers/housekeepers, and laborers/groundskeepers—for White Lake Wetlands Conservation Area in Gueydan, Louisiana. The bid opening is scheduled for August 4, 2026 at 10:00 a.m. Central Time. The initial contract term runs 12 months beginning September 12, 2026 or the award date, whichever is later, with two optional 12-month renewal periods available at the same prices, terms, and conditions. The contractor must demonstrate a minimum of one year operating as an established temporary staffing service business, possess computerized usage tracking and centralized billing capabilities, and implement services within two weeks of award. Peak staffing needs are limited to no more than eight temporary personnel in any given week.

The vendor inquiries addressed submission requirements, including confirmation that the signed first page of the ITB, completed sections of the special terms and conditions, and the completed price sheet must be submitted as a single bid packet with one copy for hardcopy submissions. Responses clarified vendor number registration through LaGov, qualification documentation requirements (including company biography, financial statements covering 1–3 years, and bank reference letters), and technical system specifications such as JobDiva or equivalent applicant tracking systems and QuickBooks or equivalent centralized billing platforms. The state confirmed there is no predetermined budget; the previous annual spend was $26,500.00. The incumbent contractor is Harris-Jones Staffing & Recruiting under contract 4400027984. Pricing is structured as day rates with vendor-supplied markup percentages on the price sheet, and firms must hold a Commercial General Liability policy ($1 million per occurrence), Automobile Liability insurance ($1 million combined single limit), and a $25,000 Blanket Fidelity Bond.
