About this file

This Addendum I document, issued by Empire State Development (ESD), revises Section VII.i of the NYS Worldwide Consultancy Request for Proposals, which was originally issued on July 1, 2026. The RFP seeks a qualified independent contractor to perform economic development services focused on Foreign Direct Investment (FDI) projects into New York State and export promotion for NYS companies' goods and services globally. The Contractor must provide full-service coverage across multiple regions including Africa, ASEAN, Canada, the Caribbean, China, Europe, India, Israel, Japan, Mexico, the Middle East, Oceania, Singapore, South America, South Korea, and Taiwan, with a preference for maintaining physical offices in these locations, though one office may cover multiple countries or regions as needed. The proposal submission deadline is 2:00 PM ET on August 3, 2026, with proposals to be submitted through a designated Dropbox link. All inquiries must be directed to designated contacts Ralph Volcy (primary) or Shanah Jack (secondary) via email at GlobalNY2026RFP@esd.ny.gov.

Technical proposals must include specific components organized with bookmarks: a cover page with contact information, table of contents, firm experience and qualifications, staff experience and qualifications, project plan and approach, and cost of services. Respondents must complete the NYS Worldwide Consultancy RFP Intake Form (Appendix D) in full; failure to do so will result in non-consideration. Proposals may not exceed 75 pages total and should emphasize conformance to RFP instructions, completeness, and clarity. A restricted period under the Procurement Lobbying Law is in effect, prohibiting respondents from contacting any New York State employee other than the designated contacts regarding this procurement. No MWBE contracting goals or SDVOB set-asides are applicable to this opportunity, and no prior identical or substantially similar contracts have been awarded within the past five years.
