About this file
This is Addendum I to a Request for Letters of Interest (RFLOI) issued by Cumberland County and the Fayetteville Area Metropolitan Planning Organization (FAMPO) for consulting services to update the 2055 Metropolitan Transportation Plan (MTP) and Congestion Management Process (CMP). The addendum addresses questions submitted by potential bidders, clarifying that consulting firms may list experience with similar MTP, CMP, and socioeconomic data projects located outside of North Carolina. Letters of interest are due October 9, 2026 at 5:00 p.m., with questions due by August 28, 2026. The contract duration is 18 to 24 months with an anticipated notice to proceed in December 2026 and project completion required by November 1, 2028. The scope includes comprehensive updates to both the MTP and CMP meeting federal and state transportation planning regulations, incorporating socioeconomic data projections, travel demand modeling, and extensive public and stakeholder engagement. Shortlist announcements and interviews are scheduled for October 2026, with final firm selection notification anticipated in November 2026.
The contract budget is $500,000, structured as a lump-sum payment and funded through Federal-aid from the North Carolina Department of Transportation. Primary and subconsultant firms must be pre-qualified by the North Carolina Department of Transportation in the required transportation planning discipline codes, including Multimodal Transportation Planning, Public Involvement, Long Range Transportation Planning, Municipal & Regional Planning Studies, and Travel Demand Model Application. Small Professional Services Firm (SPSF) participation is encouraged and will receive priority consideration if qualifications are equal among applicants. Consultant firms must maintain Professional Liability insurance of at least $1 million and demonstrate financial capacity to undertake the work. Letters of interest are limited to 25 pages excluding cover letters, resumes, and RS-2 forms, and evaluation criteria emphasize Project Understanding and Approach (30%), Relevant Experience and Past Performance (30%), Key Staff Experience and Qualifications (20%), and Project Schedule and Availability (20%).
