About this file
This is an Addendum 4 to a Belle Isle Architectural Steel Truss Replacement project issued by G.H. Forbes Associates Architects on June 28, 2018, involving the State of Michigan. The project involves the replacement of steel trusses at Belle Isle's Conservatory, with work including temporary shoring, window support systems, negative air management for dust and odor control, asbestos abatement, and structural steel framing with galvanized coatings. Apparent low bidders must submit qualification submittals by 10 AM on Friday, July 6th, including bid breakdowns, questionnaires, subcontractor lists, material schedules, and pre-award schedules. The State Administration Board is scheduled to review the award on July 31st, with contract receipt anticipated within two weeks of that meeting. The project timeline is six months, and bidders may request time extensions through the pre-award schedule submission process. A job trailer is permitted in the bus shelter parking lot, and on-site superintendents are required at all times during work performance.
Key technical and operational requirements include the temporary removal and reinstallation of Fin Tube Radiators with provision for temporary heating, implementation of negative air machines as specified in drawing G002 to control dust and odor, and proper shoring and bracing to support windows during truss replacement. SP-10 steel cleaning is required where indicated, with contractors responsible for protecting surrounding plant life and coordinating with the State regarding plant modifications. Paint must meet specified performance criteria with no acceptable alternate manufacturers approved. The contractor bears responsibility for identifying all temporary construction needs, coordinating scaffolding placement on stone walls or planting beds without damage, and providing engineered shoring drawings. Technical inspections are required for temporary utilities, asbestos abatement, weld observations by the Owner's Inspector, and galvanized coating testing with certification submission.

Belle Isle ASWC Steel Truss Replacement G.H. Forbes Associates Architects Addendum #4 06/28/18
1. In order to evaluate the bid in a timely manner, if you are notified as the apparent low bidder, please plan to submit all qualification submittals to tscherwitz@ghfaa.com by 10AM Friday July 6th. Qualification submittals are noted in Specification Section 00410 including bid breakdown, questionnaire, list of subcontractors, schedule of materials and equipment and pre-award schedule.
2. Original Kahn drawings of Conservatory and Ventilation Drawing has been posted to Sigma for Contractor’s reference.
3. Can we temporarily remove the Fin Tube Radiators to gain access for the temp shoring towers?
If so, would we include temp heat to maintain a specific temperature in the conservatory?
Fin Tube Radiators can be temporarily removed as long as they are reinstalled at the end of the project.
Refer to Specification Section 01 50 00 Paragraph 1.1.C. for temporary heating requirements.
4. Reference note 3 (Lower Truss Repair Notes) on S-200. Please explain in more detail what is expected for this portion of the work?
The windows are supported horizontally on the aluminum pilasters, which in turn are supported back to the trusses via the C15 channel/angles. Replacement of the trusses requires temporarily separating the aluminum pilaster from the supporting steel truss behind. While this occurs, the windows will not have any horizontal support against wind loads, etc. The shoring will have to provide the same horizontal support the existing truss does while the truss is replaced.
Refer to Specification 05 12 00 Paragraph 3.03.B that reads that the Contractor is responsible for identifying the need for all temporary construction including temporary shoring and bracing.
5. Please reference note 13 on drawing G002. Please explain in more detail exactly what is expected to maintain negative air in the conservatory? Should we include negative air machines and temp heat? How many air changes per hour is acceptable?
The intention of the negative air machines is to control dust and odor from spreading to the adjacent conservatory areas, which will remain occupied. Yes, negative air machines are to be mailto:tscherwitz@ghfaa.com provided as indicated in note 13 on Drawing G002. There are not specifications for air changes per hour only as necessary to control dust and odor.
Refer to Specification Section 01 50 00 Paragraph 1.1.C. for temporary heating requirements.
6. Please provide an approximate award date?
The State Administration Board is scheduled to review on July 31st. The anticipated receipt of the contract would be within two weeks of the meeting on July 31st.
7. What level of inspection do we need to include in our bid?
The Contractor is required to have an on-site superintendent at all times work is being performed.
Refer to Specification 00700 Paragraph 7.1.2 regarding permits and inspections from the Bureau of Construction Codes.
Refer to Specification 00700 Paragraph 8.4 regarding inspections related to substantial completion.
Refer to Specification 00700 regarding additional inspection requirements.
Technical inspections are noted in the specifications related to temporary utilities 01 50 00, asbestos abatement 02 82 00.
Specification 05 12 00 for Structural steel framing includes testing of galvanized coatings which the Contractor shall perform and submit a certification. The Owner will provide “The Inspector” for weld observations.
6. Please provide approximate dimensional information for the sizes of the rack and pinions for Alternate # 5
According to existing drawing V-1, the rack is 36” and the Pion Assembly is #7325-1, 1” Std Galv.
Pipe Shaft. Refer to detail in lower left corner of attached drawing.
7. Please provide the size, strength, and grade of the existing column foundations
Dimensions are noted on drawing AD-202. The information available is based on visual inspection of existing conditions and the original Kahn drawings – see attached documents.
8. Please provide the size and exact location of the existing rebar.
The information available is based on visual inspection of existing conditions and the original Kahn drawings – see attached documents. There is every indication that the footings were built as shown on the Kahn drawings. There is no information suggesting rebar in the foundations.
There are anchor bolts from the base plate through the foundation as shown on detail 5 of Drawing S-200.
9. Alt 1 and alt 2 both require scaffolding which is very costly. Should I put scaffolding cost in both alternates?
Alternate deducts must be accepted in order. Assuming that the Contractor determines that both Alt 1 and 2 require scaffolding and it can be shared, Alt 2 would include the credit for the scaffolding.
10. Abatement Company has said SP-10 steel cleaning is not feasible in this environment and will kill plant life. They can only achieve SP-3. Is SP-10 still a requirement?
SP-10 is required where indicated in the documents. The Contractor is required to provide proper protection to contain the working areas and protect the surrounding plant life. The Contractor is responsible to coordinate with the State regarding modifications to the plants.
11. Is Carboline paint an acceptable alternate manufacturer for paint material?
No, Carboline paint is not an acceptable alternate manufacturer since the product includes less volume solids. Carboline has products also do not demonstrate compliance with performance criteria of specified paint.
12. The DNR will move plants. If we need a large tree trimmed or pulled back with plastic or netting, will the DNR supply the material and manpower to do this? The drawings G – 002 say the contractor is responsible for protection from damage.
The State will provide any necessary materials to pull back the plants. The Contractor supplies any necessary materials to contain work areas and prevent contamination of plants.
13. The pedestrian walkway scaffolding is too wide to fit on the 4’ wide walkways. Is it okay to place it on the stone walls or in the planting beds?
Scaffolding can be placed on the stone walls or in the planting beds so long as care is taken to not damage the walls and plant impacts are coordinated with the State. Any damage to the walls is the Contractor's responsibility to repair. The walkway scaffolding shall not be used for construction storage or access.
14. The 6 month time line may be too short, how do I ask for a time increase in the bid?
Submit a Pre-Award Schedule as noted in Section 00410 Qualification Submittals.
15. Is it okay to have a job trailer on site?
A job trailer is acceptable so long as the location is coordinated with the State within the bus shelter parking lot in front of the Conservatory.
16. The drawings state on S – 001 to have a licensed engineer on record for the duration of the project. I have engineered shoring costs associated with this bid as discussed in the bid walkthrough. Should I include costs for the other engineering? Doesn’t the project already have an engineering team?
S-001 requires that the contractor provide engineered shoring drawings since those involve Means and Methods.
