About this file
This is Addendum No. 3 to RFP #426544 for Citywide Security Services issued by the City of Oakland, California, Department of Public Works. The City is soliciting proposals from qualified, licensed, and insured security service firms to provide both armed and unarmed security services across multiple City facilities. The scope encompasses fixed-post security, armed screening operations at City Hall, roving patrols, emergency response teams, special event coverage, and fire watch assignments. The RFP specifies detailed facility locations, staffing requirements, and operational hours outlined in Table 1, which includes 24/7 coverage at certain facilities and varying schedules at others, with an estimated baseline of approximately 3,508 weekly hours across Downtown facilities, Oakland Public Works Department facilities, Human Services Department facilities, Parks Recreation and Youth Development sites, and library locations throughout the City. The original proposal submission deadline of August 28, 2026, was extended to August 31, 2026, at 4:00 p.m. PT. The anticipated contract award date is Fall 2026, with an anticipated start date also in Fall 2026. The contract term is three years with two optional one-year extensions, contingent upon performance-based assessment. Proposals will be evaluated and ranked in a single comprehensive list, and the City reserves the right to award the contract to one or multiple security firms, with possible separate Professional Services Agreements for each awarded contractor.
Pricing must be submitted as all-inclusive hourly billing rates by labor category (armed guard, unarmed guard, supervisor, patrol officer, etc.) along with total annual costs for baseline services. The City applies a 50% Local/Small Local Business Enterprise (L/SLBE) participation requirement, with a minimum of 25% SLBE participation; self-performed work of a certified prime contractor counts toward this requirement. During the initial three-year contract term, billing rates will remain fixed except for annual adjustments tied to the Oakland Living Wage Ordinance, currently $18.26 per hour with health benefits or $20.97 without benefits as of July 1, 2026. Proposers must submit rates for option years 4 and 5 for estimation purposes. The City does not require prevailing wage compliance, but Living Wage and Sick Leave Ordinance compliance are mandatory. Union representation is required for security personnel. No separate line-item billing is permitted for training, equipment, fuel, or vehicles; all costs must be incorporated into hourly rates. Additional security services requested by the City on an as-needed basis will be compensated at the same contractual billing rate with no premium or emergency-response surcharges. The City reserves the right to withhold the final 10% of contract payments pending successful completion of work. No incumbent contractor information or current billing rates are available for public disclosure prior to award. The evaluation criteria assigns 20 points for Relevant Experience, 20 points for Qualifications, 5 points for Organization, 5 points for Approach, 40 points for Cost/Fee Proposal, 10 points for Other Factors, and up to 17.5 preference points for L/SLBE participation, business tenure in Oakland, and Oakland resident workforce composition.

ADDENDUM NO. 3 to
RFP #426544 – CITYWIDE SECURITY SERVICES
Responses to Questions Received By
August 6, 2026
Q1: Can you clarify how many weekly hours of service are expected under the City of Oakland’s RFP for Citywide Security Services?
A1: Please refer to Table 1, found herein Addendum No. 3.
Q2: Can the City please share a post exhibit that details, location, address, number of officers needed, daily hours (days) and total hours per week?
A2: Please refer to Table 1, found herein Addendum No. 3.
Q3: Please identify the principal operational, contractual, procurement, and service delivery considerations that resulted in these revisions so proposers may appropriately develop staffing models, implementation strategies, organizational structures, and pricing proposals that reflect the City's current operational requirements. The current solicitation further states that the selected firm is expected to "provide recommendations and have the ability to implement potential alternate methods of security across City facilities."
A3: Staff is unable to provide additional guidance beyond what is included in RFP #426544, as it relates to changes in the scope of services from the previously issued RFP(s) for security services.
Q4: Considering the expanded scope and the City's expectation for ongoing operational recommendations: Does the City anticipate additional facility expansions, departmental reorganizations, technology initiatives, security enhancements, or other operational changes during the initial contract term that could materially affect staffing levels or service delivery? If so, to what extent currently known, please describe those anticipated initiatives so proposers may develop scalable implementation plans and long-term operational strategies. The solicitation states that "The Citywide Security Services Contract may be awarded to an individual security service firm/company or may be awarded to multiple security services firms/companies." It further provides that "There may be a different distribution of facilities and locations dependent on the proposals received and evaluated."
A4: Yes, as described in the mandatory pre-proposal meeting, additional guard posts may be added as a result of urgent and/or emergency response needs. Additionally, there may be changes to operations during the course of the contract period, and staff cannot provide additional guidance beyond what is included in the RFP regarding potential future changes to facilities, reorganizations, technology usage, security enhancements, or other operational changes at this time.
Addendum No. 3 Page 3 of 34 August 27, 2026
Q5: Please clarify whether the City intends to establish separate competitive rankings for each Facility Group or a single overall competitive ranking from which one or multiple awards will be made.
A5: Proposals will be scored and ranked in one, single complete list.
Q6: If multiple awards are made, will each awarded contractor execute a separate Professional Services Agreement with independent contract administration, invoicing, and performance evaluation, or will multiple contractors perform under a single master agreement administered by the City?
A6: Yes, separate professional service agreements would be executed for each security firm awarded.
Q7: To assist proposers in developing responsive staffing plans and pricing proposals, will the City provide historical contract information by Facility Group, including annual contract expenditures, annual service hours, staffing levels, armed and unarmed deployment hours, emergency response assignments, alternate location deployments, roving patrol activity, fire watch assignments, and special event security services?
A7: Please refer to Table 1, found herein Addendum No. 3.
Q8: Please provide the estimated annual service hours, anticipated staffing levels, and approximate allocation of armed versus unarmed assignments for each Facility Group so all proposers may prepare comparable staffing models and pricing assumptions.
A8: Please refer to Table 1, found herein Addendum No. 3.
Q9: Please identify whether any portion of the current contract is performed under one or more collective bargaining agreements. If so, please identify the applicable labor organization(s), whether any successor employer obligations or employee retention requirements may apply to the resulting agreement, and whether any existing collective bargaining agreements are anticipated to expire during the initial contract term.
A9: Employees of the selected security firm(s) and/or company(ies) should have union representation, but the City does not require a specific union to represent employees of the selected security firm.
Q10: Please clarify whether the required participation percentage may be satisfied through participation by a single certified Local Business Enterprise (LBE), Small Local Business Enterprise (SLBE), or Very Small Local Business Enterprise (VSLBE) whose participation independently satisfies the required percentage, or whether the City expects participation among multiple certified firms.
A10: The Local/Small Local Business Enterprise (L/SLBE) requirement for this project is set at 50%, and the City does not prescribe how that participation must be distributed across firms. However, at least 25% must be met with SLBE participation. Because of this minimum, an LBE alone cannot meet the requirement, but an SLBE or Very Small Local business Enterprise (VSLBE) may satisfy the full 50%
Addendum No. 3 Page 4 of 34 August 27, 2026 requirement on its own. Please refer to the Local/Small Local Business Enterprise (L/SLBE) Program Manual for more detail.
Q11: Please clarify the City's process for approval of substitute L/SLBE subcontractors during contract performance should an approved subcontractor withdraw, become decertified, dissolve, or otherwise become unavailable.
A11: The contractor must seek approval from the Department of Workplace and Employment Standards (DWES) in order to substitute a L/SLBE subcontractor. A written substitution request must be submitted to the City’s contract manager and DWES (dwes@oaklandca.gov). Prior to the approval of the prime contractor's request for substitution, the City shall give notice, in writing, to the listed L/SLBE subcontractor, of the prime contractor's request for substitution and the reason for such request. Such notice shall be served by certified or registered mail to the last known address of the subcontractor. The subcontractor who has been notified shall have five (5) working days in which to submit to the City written objections to the substitution. Failure to file such written objection shall constitute the subcontractor’s consent to the substitution. If written objections are filed, the City shall give written notice of a hearing date to the prime and sub-contractor within five (5) working days. At the hearing, the prime and subcontractor will present their cases, and the Hearing Officer will make a determination. This information is also available on pages 10-11 of the L/SLBE Program Manual.
Q12: Please clarify whether these emergency response capabilities are included within the City's estimated staffing requirements or whether these services will be separately authorized and compensated on an as-requested basis.
A12: Additional security services will be separately requested, authorized, and compensated on an as-requested basis at the at the same contractual billing rate.
Q13: Please clarify whether requests for additional staffing, emergency deployments, or increases in headcount requested by the City with less than twenty-four (24) hours' notice will be compensated at the awarded contract rates, or whether the City will authorize premium or emergency-response billing for expedited staffing requests. If premium or emergency response rates are permitted, please identify the applicable approval process, billing methodology, rate structure, and any limitations on their use.
A13: Urgent/emergency as-needed requests may be made by telephone or email from the City’s authorized and designated staff. Additional security services will be separately requested, authorized, and compensated on an as-requested basis at the at the same contractual billing rate.
Q14: Please clarify whether material increases in staffing requirements, service locations, or operational responsibilities will be incorporated through negotiated contract amendments with corresponding adjustments to compensation, or whether such services are expected to be performed utilizing the original awarded pricing schedule.
A14: No negotiated contract amendments are anticipated. Additional security services will be separately requested, authorized, and compensated on an as-requested basis at the at the same contractual billing rate, per the original awarded pricing schedule.

Addendum No. 3 Page 5 of 34 August 27, 2026
Q15: If the successful proposer is not the incumbent contractor, will the City make existing Post Orders, staffing schedules, emergency response procedures, operational protocols, and other facility-specific documentation available during the transition period to facilitate continuity of operations?
A15: Yes, the City will work with the awardee during the transition period.
Q16: Please clarify whether proposers should include the costs associated with mandatory BSIS training, City-required orientation, site-specific training, recurring compliance training, and replacement personnel training within their proposed hourly billing rates, or whether the City anticipates compensating contractors separately for required training activities.
A16: Billing rates should not be included for Bureau of Security & Investigative Services (BSIS) training or recurring compliance training (not billable to the City). All other site-specific and City-required training will happen while onsite at a specified facility during a billable transition period at the agreed upon contractual billing rates.
Q17: If the City implements new policies, operational procedures, technology platforms, or other requirements during the contract term that require additional training beyond the minimum BSIS standards, should proposers assume those training costs are included within their proposed pricing, or will additional compensation be provided for those training requirements?
A17: Additional training beyond the minimum BSIS standards to address newly implemented City policies, operational procedures, technology platforms, or other requirements during the contract term are solely the responsibility of the contracted security services firm(s).
Q18: Please confirm whether the City will accept contractor-provided electronic workforce management platforms, including electronic Daily Activity Reports, digital incident reporting, GPS officer accountability, electronic supervisor inspections, guard tour verification, and client reporting dashboards, provided all reporting requirements identified in the solicitation are satisfied.
A18: Yes, electronic workforce management platforms are encouraged to increase efficiency and reduce reporting.
Q19: Please clarify whether the City intends to establish measurable performance standards that will be incorporated into the contract and used to evaluate contractor performance throughout the contract term.
A19: Yes, the City plans to develop and manage measurable performance standards with the contracted security services firm(s) throughout the duration of the contract term.
Q20: Please clarify whether the City reserves the right to conduct written clarifications or discussions regarding administrative, technical, or pricing elements of submitted proposals before establishing the competitive range.
Addendum No. 3 Page 6 of 34 August 27, 2026
A20: Yes, the City reserves the right to request written clarifications regarding administrative, technical, or pricing elements of the submitted proposals prior award. Proposers are encouraged to provide their best offer within their initial proposal package.
Q21: Please clarify whether the City reserves the right to request Best and Final Offers (BAFOs), pricing revisions, or technical proposal revisions before contract award, or whether awards will be based solely upon the initial proposals submitted.
A21: Yes, the City reserves the right to negotiate and request BAFOs, contingent on all evaluation criteria detailed in the RFP. Proposers are encouraged to provide their best offer within their initial proposal package.
Q22: Please provide the anticipated procurement schedule following Notice of Intent to Award, including contract execution, implementation activities, transition milestones, and commencement of services. If implementation is expected to occur in phases by Facility Group or department, please identify the anticipated sequencing.
A22: Please refer to tentative schedule of events on Page 40 of this RFP.
Q23: The prior solicitation for this identical scope (RFP #1005170, September 2024) weighted Relevant Experience, Organization, and Approach, which together were worth 60 points; under the current RFQ, they are worth 30 points. Please explain the reasoning behind this change.
A23: Any prior issued RFPs are null and invalid. The City reserves the right to issue a new RFP with new and/or updated scoring criteria.
Q24: The prior solicitation also weighted Cost at 15 points and stated that "the cost proposal accounts for up to 15% of the total evaluation score." The current RFP weights Cost at 38 points. Please confirm the 38-point weighting is intentional for this procurement, and identify which criteria weightings, if any, will be revised by addendum.
A24: Any prior issued RFPs for these services are considered closed. The City reserves the right to issue a new RFP for these services with new and/or updated scoring criteria. You may refer to pages 38 and 39 of this RFP.
The scoring of the proposals will serve as the first phase of scoring, ranking proposers, and will determine the short-list of security services firms that may be invited to the Interview Phase. Cumulative points awarded in the evaluation of the proposals, both technical and costs/fees, will determine rankings. Top scoring proposers may be invited to interviews. The Interview Phase has a maximum of 100 points. The scoring criteria for Technical, Cost & Interview Phases noted below replace the rating/scoring criteria within this RFP in its entirety.
Updated Scoring/Rating Criteria for proposals is shown below.
The Technical and Cost Phase have a maximum of 100 points. The rating and evaluation criteria to evaluate and rank proposals are described below:

Interview Phase – 100 Points
The interview phase has a maximum of 100 points. The rating and evaluation criteria to evaluate and rank proposals are described below:
Presentation/Demonstration – 50 points Interview Questionnaire – 50 points
Q25: Section III states that the evaluation criteria "may be used" and are subject to change. Will the final criteria and point values be published via addendum before the proposal due date so all proposers price against the same evaluation structure?
A25: Yes, please refer to A24.
Q26: Given that Oakland's Living Wage Ordinance and prevailing wage requirements establish a common wage floor for all proposers, labor cost differences among compliant proposers will be
Addendum No. 3 Page 8 of 34 August 27, 2026 minimal. Please describe how the City will score the 38-point Cost criterion: by awarding maximum points to the lowest price, by assessing price reasonableness against an independent estimate, or by using another formula. Will the scoring formula be published?
A26: Technical and fee/cost proposals will be evaluated based on the criteria identified in A24 found herein Addendum No. 3, and the top scoring proposers may be invited to the Interview Phase. Awarded points will be based on best value, a combination of the quality of proposals related to price proposed. The scoring formula will not be published. Proposers are encouraged to provide their best offer within their initial proposal package.
Q27: The 2024 RFP awarded up to 12.5 preference bonus points above the 100-point scale for L/SLBE participation, tenure, and Oakland resident workforce. The current RFP lists L/SLBE participation as a 5-point criterion within the 100-point scale. Please confirm whether the preference point structures in the City's L/SLBE Program guidelines (participation tables, tenure points, Oakland Resident Workforce points, Mentor-Protege and Joint Venture preferences) still apply to this procurement and how they interact with the published 100-point scale.
A27: Preference points will be awarded as noted in the L/SLBE Program Manual. A maximum of 10 preference points can be awarded for L/SLBE participation, 2.5 preference points for the number of years a local certified firm has had a substantial presence in Oakland, and up to 5 preference points for having an Oakland resident workforce. Additionally, please refer to A24 found herein Addendum No. 3.
Q28: Will the written proposal scores carry over into the final ranking, or does the interview phase (100 points: Presentation 50, Interview 50) independently determine the final ranking of short-listed firms?
A28: Scoring of proposals will determine the number of security service firm(s) that may be invited to the Interview Phase. Interviews will be scored based on the criteria described in A24, found herein Addendum No. 3. The technical and fees/cost phases are scored independently from the interview scores. The final ranking may produce a single awardee, or a short list of firms.
Q29: The 2024 RFP stated: "If the Prime Firm is not an Oakland-Certified local business (LBE, SLBE, VSLBE), the firm must achieve a minimum of 25% SLBE or 12.50% VSLBE participation," with the ability to adjust participation up to 50% if selected. The current RFP retains the 50% requirement and the zero-participation rejection language but omits this minimum standard. Please confirm the minimum participation percentage a non-Oakland-certified prime must propose at submission to be deemed responsive, and confirm whether VSLBE participation continues to double-count.
A29: Criteria from previously issued RFPs for these services is not to be considered. For this RFP, the 50% L/SLBE requirement applies. This requirement must be met with a minimum of 25% SLBE participation.
Some L/SLBE participation must be proposed at the time of proposal submission for the proposal to be deemed responsive. VSLBE participation is double counted towards meeting the participation.
Q30: The 2024 RFP stated that there is no provision for hourly billing rate increases during the three-year term and two option years. Living Wage rates increase every July 1, and union labor agreements https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.oaklandca.gov%2Ffiles%2Fassets%2Fcity%2Fv%2F1%2Fworkplace-employment-standards%2Fdocuments%2Fcity-of-oakland-local-small-local-business-program-1-6-2025.pdf&data=05%7C02%7CACajina%40oaklandca.gov%7C0840eced16584c9ccb6b08def975f9d1%7C989a21806fbc47f180321a9ee969c58d%7C0%7C0%7C639222482284485966%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=C%2B45jSTUQmJP5qZge6zl3IXsEKSbPb52T4%2F%2Bm2PnyrY%3D&reserved=0
Addendum No. 3 Page 9 of 34 August 27, 2026 adjust wages annually. Please confirm whether proposed billing rates may include annual escalation or whether the City will entertain a rate adjustment mechanism tied to the Living Wage Ordinance adjustment for the base term. If rates are fixed, please confirm that proposers should price anticipated wage escalation into year-one rates.
A30: The anticipated contract(s) to be awarded from this RFP is for a term of 3 years with two 1-year options to extend, upon successful completion of the initial contract term. During the initial term of the contract, the only increase to billing rates is to include Living Wage Ordinance adjustments. Billing rates for years 4 and 5 should be included in the proposal for estimate and costing purposes.
Q31: Please describe the disposition of RFP #1005170 (2024): Was an award made, and is an incumbent contractor currently performing these services? If proposals were received and evaluated, are the proposals, score sheets, and cost proposals available for inspection under the Public Records Act?
A31: A subsequent contract was not executed from the Citywide Security Services RFP (2024). Information for the 2024 Citywide Security Services RFP may be requested through a Public Records Request via NextRequest at https://oaklandca.nextrequest.com/.
Q32: The RFP requires the contractor to ensure "no guard has a criminal record." Please confirm that this standard is limited to convictions substantially related to the duties of the position, consistent with the California Fair Chance Act and BSIS licensure standards.
A32: Confirming that the intent of the RFP is to be consistent with the CA Bureau of Security and Investigative Services license standards (BSIS). The CA Fair Chance Act does not conflict with the CA BSIS license standards.
Q33: Please confirm whether Sexual/Molestation/Abuse insurance ($1M/$1M) will be required for the facility group comprising Parks, Recreation, and Youth Development sites and libraries.
A33: Yes, $1 million for each occurrence and $1 million in the aggregate. For further information, please refer to Schedule Q in the RFP for insurance requirements.
Q34: Please confirm whether proposers may submit on a single facility group, and whether the City may award the two facility groups to different proposers.
A34: Proposals will be received and evaluated collectively. There will not be any pre-determined division of work prior to evaluation.
Q35: Who is the current incumbent?
A35: Information on the current contract may be requested by submitting a Public Records Request via NextRequest at https://oaklandca.nextrequest.com.
Q36: When was the current contract awarded, and could you please provide a copy of the contract?

A42: No.
Q43: Is the current contract utilizing patrol vehicles? If so, how many?
A43: Based on the baseline security services schedule provided in Table 1, found herein Addendum No. 3, the patrol sites are provided, and the proposer is to determine how they plan to achieve this scope.
Additional requests may be made on an as-needed basis.
Addendum No. 3 Page 11 of 34 August 27, 2026
Q44: Have there been any significant changes from the previous contract to the current one (e.g., increased/decreased hours, changes in staffing levels, armed vs. unarmed services, additional sites, or expanded scope)?
A44: Changes from previous contract include armed guards have replaced a few guard posts. Ongoing changes include temporary (emergency, short-term and long-term changes) and permanent changes have been made on an as-needed basis.

A45: Yes, please refer to Section II. Scope of Services in the RFP. All of the above services are possible.
Q46: Beyond applicable state and federal minimum wage requirements, are there any prevailing wage, living wage, local ordinance, or contract-specific wage requirements?
A46: All relative information is included in the RFP. No positions outlined in this contracting opportunity are subject to prevailing wage rates. Compliance with both the Living Wage/Minimum Wage and Sick Leave Ordinances are required.
Q47: Did the current contract include liquidated damages or performance penalties? If so, could you please provide details?
A47: Information on the current contract may be requested by submitting a Public Records Request via
Q48: Has the current contract experienced any extensions, amendments, renewals, or changes in scope since the original award? If so, please provide details.
A48: Yes, amendments for extensions have occurred. Information on the current contract may be requested by submitting a Public Records Request via NextRequest at https://oaklandca.nextrequest.com.
Q49: Are there any known upcoming changes to the facilities, locations, operating hours, or security needs that may impact service requirements during the contract term?
A49: None at this time.
Q50: What is the current turnover rate for assigned security personnel, and are there any retention challenges the City has experienced?
Addendum No. 3 Page 12 of 34 August 27, 2026
A50: Retention of guard staff data is solely based on the contracted security service firm(s). The City receives complaints of guard issues/problems and will bring issues/problems and possible recommendations to the attention of the security service firm to address.
Q51: Is there a pricing form or format?
A51: No. The City has not outlined a specific pricing format for this solicitation. Proposers should submit pricing information in a clear and detailed format as part of their proposal. Proposers are encouraged to provide their best offer within their initial proposal package.
Q52: Can the City please share a post exhibit that details, Location, Address, number of officers needed, Daily hours (days) and total hours per week.
A52: Please refer to Table 1, found herein Addendum No. 3.
Q53: Section II, item 13 and Table of Contents, facility list and patrol perimeters. Scope item 13 requires guards to "screen visitors of facilities within the patrol perimeter outlined in Attachment A," but Attachment A in the Table of Contents is the Sample Professional Service Agreement, and no facility list appears anywhere in the RFP. Will the City issue, by addendum, a complete schedule of all locations to be served, including facility name, street address, department, post type (fixed, patrol, or roving), armed or unarmed designation, days and hours of coverage per post, and total annual hours per post?
A53: Please refer to Table 1, found herein Addendum No. 3.
Q54: Section II, 120 hours per week versus 24/7 coverage. The RFP states staffing "vary from 8 hours per day to 12 or more hours per day, five days per week, for a total of 120 hours per week and 52 weeks per year," while the holiday section references "City locations / facilities requiring 24 Hour / 7 Days a Week security service." Is 120 hours per week a per-post figure, a per-facility figure, or the total contract volume, and how does it reconcile with the 24/7 locations?
A54: Each guard post differs from one another; please refer to Table 1, found herein Addendum No. 3.
Q55: Section II and Section III.G.2, contract value and historical volume. Will the City disclose the estimated annual and total not-to-exceed contract value, the current incumbent contractor(s) and their current billing rates, and the prior twelve months of actual billed hours by location?
A55: This information will not be disclosed prior to the award of the Citywide Security Services (2026) RFP. Information on the current contract may be requested by submitting a Public Records Request via
Q56: Section II, armed post scope and screening classification. How many armed posts are required at City Hall, 1 Frank H. Ogawa Plaza, and what are the days and hours for each? The RFP states the armed guard's primary function is operating X-ray and magnetometer screening equipment but also states parenthetically that "unarmed guards are preferred to conduct screening and make
Addendum No. 3 Page 13 of 34 August 27, 2026 notifications and announcements." Which classification should proposers price for screening posts?
Please also confirm that the Uniforms and Equipment statement that "guards are required to carry handguns and handcuffs" applies only to armed officers and not to unarmed officers.
A56: For locations of posts, please refer to Table 1, found herein Addendum No. 3. Also, in regard to the uniforms and equipment, the requirement to carry handguns and handcuffs, the City is confirming this is only applicable to armed officers.
Q57: Section II, Alternate and Roving services and the required response teams. Will the City define the terms "Normal Routine," "Alternate," and "Roving" as used in the scope, and provide the estimated annual volume of Alternate and Roving call-out hours based on historical usage? For the required "two, 2-person teams with vehicles readily available," must those four officers be dedicated and on standby exclusively for the City, and are standby hours billable, billable only when deployed, or compensated through a monthly availability fee?
A57: The proposer determines how they will provide the security services described. Billing rates provided in proposals will be taken into consideration when scoring and ranking the proposals. Proposers are encouraged to provide their best offer within their initial proposal package.
Q58: Section II, Council and public meeting coverage. What is the historical annual volume of Council, Committee, and public meetings requiring enhanced screening and post-meeting parking escorts, and what is the typical guard count and end time for those assignments? Will hours extending past scheduled shifts be billed at overtime or premium rates?
A58: Please refer to Table 1, found herein Addendum No. 3 and the City Council Calendar located in the City of Oakland Website under City Council Meetings and Agendas.
Q59: Will the City issue a mandatory cost proposal form or rate schedule template? Section III.C.8.a lists rate categories of "Principal, Project Manager, Project Professional, Technician, Clerical," which have no counterpart in guard service pricing. Should proposers instead submit rates by security service category, for example unarmed guard, armed guard, supervisor, vehicle patrol officer, roving officer, short-notice call-out, holiday, and overtime? Which categories will the City use for comparison across proposals?
A59: No, the City will not issue a mandatory cost proposal form or rate schedule template. The proposers are to determine how they will provide the security services described in this RFP. Total cost for the baseline services described in Table 1, found herein Addendum No. 3, will be evaluated against other proposals.
Q60: Section III.C.8.b requires all-inclusive hourly rates, while the scope expressly anticipates split shifts, overtime "since they exceed eight hours per shift," holiday coverage at 24/7 sites, and 12-hour-notice call-outs. Will overtime, holiday, and call-out hours be billable at premium rates, or must all premium labor cost be absorbed within a single straight-time rate?
https://www.oaklandca.gov/Government/Meetings-Agendas/Public-Meetings
Addendum No. 3 Page 14 of 34 August 27, 2026
A60: Agreed upon billing rates in the awarded contract are applicable to guard post and schedules in Table 1, found herein Addendum No. 3. Security service employees working overtime or holidays should receive compensation at the required multiplier rate required by CA law. Call out requests do not receive premium pay and are compensated at the regular base rate in the agreed upon contract.
Q61: Section I and Section III.C.8, term dates and annual escalation. What is the anticipated contract start and end date for the three-year base term, and how will the two one-year options be exercised?
Should proposers submit rates for option years 4 and 5? How should escalation be priced across the term: a fixed annual percentage, an index-based adjustment, or an automatic pass-through tied to annual increases in the Oakland Living Wage and Minimum Wage rates? Please also state the current Living Wage rates with and without health benefits that apply to this contract.
A61: The current Living Wage rate effective 7/1/2026 is $18.26 with benefits, and $20.97 without health benefits. Wage adjustments are published in advance of 7/1 annually. The contract start date is unknown at this time, but is anticipated to begin in fall 2026. The two 1-year extension options will be based on a performance-based assessment near the end of the initial 3-year term. Proposers should provide billing rates for initial 3-year term with no increase in price, aside with the exception of the City’s Living Wage Ordinance. Billing rates for years 4 and 5 should be included in the proposal for estimate and costing purposes.
Q62: Section III.G.3 and PSA Section 4, ten percent withhold. Section III.G.3 states the City "will withhold the final 10% of contract amount pending successful completion of work," and PSA Section 4 caps aggregate progress payments at 90 percent. Will the City apply a 10 percent retention to a recurring monthly security services contract, or is that provision inapplicable to ongoing services? If applied, when is retention released?
A62: The City reserves the right to withhold the final 10% of the contract amount, pending successful completion of work.
Q63: Does California Prevailing Wage Law (Labor Code sections 1720 to 1861) apply to any portion of the security services under this contract, for example guard services at public works projects or maintenance yards? If so, which classification and wage determination applies?
A63: Prevailing wage does not apply to the scope of work described in this RFP.
Q64: How many marked patrol vehicles are required, at which locations, and for how many hours per week? Are vehicle, mileage, and fuel costs built into the all-inclusive hourly rate, or billed as a separate line item?
A64: Based on the baseline security services schedule provided in Table 1, found herein Addendum 3, the patrol sites are provided, and the proposer is to determine how they plan to achieve this scope. Additional requests may be made on an as-needed basis.
Addendum No. 3 Page 15 of 34 August 27, 2026
Q65: Are the walk-through metal detectors, X-ray magnetometer units, hand wands, alarm panels, and video surveillance systems City-owned and City-maintained? Scope item 27 refers to "City provided equipment" while the Equipment/Supplies section states the firm "shall furnish all equipment necessary to perform the work." Will the City provide operator training and certification, or is that a contractor responsibility?
A65: The City will provide operator training for the walk-through metal detectors, X-ray magnetometers units, hand wands, alarm panels, and video surveillance systems that are City owned and City maintained.
Q66: Has Risk Management determined which discretionary Schedule Q coverages are required for this contract: Professional Liability/Errors and Omissions, Technology Professional Liability or Cyber Liability, Commercial Crime, and Contractor's Pollution Liability? Given that the scope includes recreation and youth facilities, libraries, and response to encampments of unhoused individuals, does the City require Sexual/Molestation/Abuse liability coverage? Does the City require an armed guard liability endorsement or assault and battery coverage without exclusion under the Commercial General Liability policy?
A66: The insurance requirements for this scope of work are as follows: If an insurance type is not listed here, it is not required:
1. General liability:
The Contractor's liability insurance shall provide coverage for the security services contemplated under this Agreement, including armed and unarmed security operations, and shall not exclude liability arising from assault and battery, use of force, firearms or other weapons, false arrest, false imprisonment, detention, malicious prosecution, or negligent hiring, training, supervision, or retention of security personnel.
2. Additional insured endorsement to the GL
3. Auto liability
4. Workers’ Compensation
5. Workers’ Compensation Waiver of Subrogation (WC WOS)
6. Security/Professional Liability including Assault & Battery/Use of Force not less than $5,000,000. Must expressly cover security operations and acts/errors of guards. Should include firearm-related incidents, excessive force and defense
7. Crime/Theft insurance per Schedule Q. (If the guards will have keys to access to City offices.)
8. Sexual Molestation/Abuse
Q67: How many calendar days will there be between Notice to Proceed and the required full-deployment start date? Does the City require or expect the selected firm to offer employment to, or interview, incumbent security officers, and are any incumbent officers covered by a collective bargaining agreement the successor contractor would be expected to honor?
A67: Notice to proceed and the required full-deployment date is undetermined. The City prefers that the incumbent employees in “Good Standing” are considered for retention by the selected security service contractor(s)/firm(s), but it is solely the selected firm(s) decision to determine if the individuals meet the hiring criteria and security firm standards. The City may provide a list of current employees in “Good Standing” for the contractor/firm to assess/evaluate.
Addendum No. 3 Page 16 of 34 August 27, 2026
Q68: The RFP states the City may add or delete departments at any time and that the firm "shall service the additional locations at the same cost as contracted." Does that fixed-rate obligation extend through the option years at then-current contract rates, and does it apply to locations outside the geographic area of the awarded facility group?
A68: The agreed upon billing rates in the contract will apply to any added locations requiring security services and applies to facilities and/or locations citywide.
Q69: May a proposer bid on only one of the two facility groups (Downtown/OPW, or HSD/OPRYD/OPL), or must all proposals cover the full citywide scope? If groups may be priced separately, will the City provide a pricing form segmented by group, and can a single firm be awarded both groups?
A69: No. Proposers are encouraged to submit a proposal that reflects their full capabilities to perform the scope of services in this RFP. Proposers may consider the use of subcontractors to fulfill any portion of the required scope of services.
Q70: The evaluation section is titled "Evaluation of Proposals, Subject to Change" and describes the criteria as a "sample" that "may be used." Will the City confirm the final criteria and point allocations by addendum before the submittal deadline? How will the 38 cost points be calculated, and what quantities will the City use to normalize hourly rates into a comparable evaluated total?
A70: Please refer to A24.
Q71: Is the 50 percent L/SLBE participation level a mandatory responsiveness requirement, or a scored preference worth 5 points? Section III.D lists non-compliance with the L/SLBE Program as a ground for rejection while Section III.E.7 treats participation as a 5-point criterion. How is participation measured on a contract composed almost entirely of guard labor, and if the prime is itself a certified LBE or SLBE, does self-performed work count toward the requirement? If fewer than three certified L/SLBEs exist in the security guard services category, what is the process and deadline for requesting an adjustment or waiver?
A71: For a proposal to be considered responsive, proposers must propose the required L/SLBE participation. Proposing 0% L/SLBE participation would be deem the proposal non-responsive to the requirement. Preference points will be awarded for the level of L/SLBE participation proposed. A maximum of 10 preference points can be awarded for L/SLBE participation. Self-performed work of a certified firm as the prime counts towards the overall L/SLBE participation requirement.
Q72: Is there a maximum page limit, and if so, does it apply to resumes, references, sample reports, required schedules, and appendices? Does the City specify font, font size, or margins, and does the City permit graphics, charts, maps, and organizational diagrams? Section III.D permits rejection of a proposal "not... organized in the required format," so will the City publish the required order of sections and confirm whether a single combined PDF or separate files by section is required?
A72: No, none of these specifications are applicable to proposal submissions.
Addendum No. 3 Page 17 of 34 August 27, 2026
Q73: Is Schedule S required with the proposal? Will the City provide one consolidated checklist distinguishing schedules due with the proposal from those due prior to contract execution? For Schedule E-2, are the "four (4) days after the proposal due date" calendar or business days, and what is the exact deadline and submission address?
A73: Schedule S is not required with the proposal, please refer to Section C, Required Proposal Elements and Format (pages 33-35) for required submittal format. The schedules required with submission will be listed on page 35 of this RFP. All required proposal submissions must be received through iSupplier by the closing date and time as specified herein Addendum No. 3.
Q74: The RFP requires the contractor to verify that "no guard has a criminal record." How is that standard applied consistent with the California Fair Chance Act (Government Code section 12952) and Oakland's fair chance hiring policy, and what are the specific disqualifying offenses or lookback period? Does the requirement apply to unarmed as well as armed officers? The RFP also states that "prior to contract award, Guard Cards for all proposed staff shall be submitted." Will the City accept Guard Card documentation prior to Notice to Proceed or prior to each officer's first assignment instead?
A74: The intent of this RFP is to be consistent with the CA Bureau of Security and Investigative Services license standards. The CA Fair Chance Act does not conflict with the CA BSIS license standards. The City will accept Guard Card documentation prior to either the Notice to Proceed or prior to each officer's first assignment.
Q75: Can the City confirm the official RFP or solicitation number and the corresponding iSupplier event number, which are needed for the iSupplier response and for the Project Name and Project Number fields on the ACORD certificate? What are the iSupplier file size limit, permitted file formats, and maximum number of attachments, and must the cost proposal be uploaded as a separate attachment?
A75: Confirming that this is RFP #426544 – Citywide Security Services. Certificate holder address should be addressed to:
City of Oakland – Facilities Services 250 Frank H. Ogawa Plaza Suite 1329 Oakland CA 94612
Regarding size limitations and number of attachments, if not identified in the RFP, there are no limit restrictions. Proposers are encouraged to upload proposals in advance of the submission deadline to ensure timely submissions, should you encounter any upload challenges. Proposals not received in iSupplier by the proposal submission deadline may not be considered.
Q76: Section I, question responses and submittal deadline. Will the City issue written responses to all questions by addendum, and will the City extend the August 14 proposal deadline to allow adequate time to price the work after the facility list, post schedule, hour counts, and pricing form requested above are released?
Addendum No. 3 Page 18 of 34 August 27, 2026
A76: Yes.
Q77: Would the City please confirm the current count and publish the names of the certified L/SLBE, SLBE, VSLBE and SBA-LBE firms in the security guard services category (NAICS 561612) by addendum? (In the written Q&A for the prior Citywide Security Services solicitation, the City advised that in this category "There are eight (8) certified firms (1 LBE, 5 SLBEs, 2 VSLBEs)."A search of the City's certification directory at oaklandca.diversitycompliance.com conducted August 3, 2026 across all certification types returns six (6) firms — two LBE, two SLBE, and two VSLBE — indicating the number of certified SLBE firms in this category has declined from five to two).
A77: The number of certified firms in any NAICS category, including NAICS 561612 – Security Guard Services, changes frequently as firms are newly certified, recertify, or lapse. For that reason, the City does not publish static counts.
