About this file
This is Addendum No. 3 to a Request for Proposals issued by the City of Raleigh Public Utilities Department for the Dempsey E. Benton Water Treatment Plant GAC Filter Media Replacement project (RFP 274-5220-2026-FMH). The addendum, issued on July 22, 2026, clarifies project requirements and becomes part of the original RFP documents. The project involves the replacement of Granular Activated Carbon media in eight filter cells (1A, 1B, 2A, 2B, 3A, 3B, 4A, and 4B) with a total volume of 7,040 cubic feet. The work must begin in November 2026 and be completed no later than March 2027, with filters 4A and 4B replaced first and only one filter set out of service at a time. The proposal due date is July 31, 2026 at 3:30 p.m. EST. Inquiries should be directed to Mike Hughes, Plant Operations Superintendent, at frederick.hughes@raleighnc.gov.
The addendum specifies additional requirements including that any damage to grass in the laydown area between the GAC filters and Super Pulsators must be remediated with dirt, straw, and Bermuda seed. Media analysis must be conducted by laboratories in the Raleigh-Durham-Cary area, with Geotechnologies and Pennoni identified as previously used vendors. If gravel is removed during vacuum truck operations, it must be replaced in equal amount with gravel meeting specified standards (effective size 3/8 inches, hardness 7-8 on the Mohs scale, bulk density 100 lbs per cubic foot), with samples submitted to the testing laboratory. The contractor must provide a Porta-John for workers and supply their own forklift or loader equipment to remove filter media from delivery trucks and lift it above the hopper. All proposers are required to sign and return the addendum with their proposal package.

DEB GAC Media Replacement Project #274-5220-2026-FMH Addendum #3
Pre-Proposal Questions 7/16/26 1.) Project should begin in November 2026 and be completed no later than March
2027. Filter 4A and 4B media should be replaced 1st. Only one filter set can be out of service at a time. There are no sequencing requirements after filters 4 A/B are completed.
2.) Any ruts or damage to the grass in the laydown area of the area between the GAC filters and Super Pulsators shall be leveled with dirt and straw and Bermuda seed applied.
3.) Labs for media analysis shall be in the Raleigh-Durham-Cary area to reduce damage to media in shipping. Geotechnologies and Pennoni are local labs that the City has used to perform media analysis in the past.
4.) While using the vacuum truck, if the contractor removes any gravel, they shall replace the gravel with the amount that was removed. Example: If 2 inches of gravel are removed, then 2 inches must be added back. *Please use caution not to remove excessive gravel due to the filter nozzles being plastic and damage could occur.
a. Gravel shall have an effective size of 3/8 inches, a hardness of 7-8 on the MOH scale, and a bulk density of 100 lbs. per cubic foot.
b. A sample of the gravel used shall be sent to the same testing lab that is used from item 3 in this addendum.
5.) Contractor shall provide a Porta-John for their workers.
6.) Contractor shall provide their own forklift/loader to remove filter media super sacks from delivery truck and to lift above hopper.
