About this file

This document is an Addendum to Request for Proposal (RFP) #2024-039 issued by the City of Salem, Virginia for Fire Equipment Maintenance services. The RFP seeks proposals from qualified vendors to provide labor, equipment, tools, supplies, transportation, and incidentals necessary for servicing and maintaining fire equipment including annual inspections and repairs for fire extinguishers, smoke detectors, alarm panels, carbon dioxide detectors, exit/emergency lights, sprinkler systems, fire alarms, and kitchen hood cleanings. The proposal due date is May 17, 2024 at 3:00 PM. The City prefers to award to a single vendor for the entirety of the contract, but will consider bids for specific parts of the contract. The contract will be effective as soon as the City can evaluate proposals and select a vendor.

The RFP requires vendors to have a Virginia business license, and pricing will be one component evaluated. Vendors may submit a pricing list for their goods and services as part of their proposal. The City expects the work to be completed when schools are not in session and will require background checks for work in the schools. The City may consider splitting the contract between vendors, but prefers a single vendor. The City will require all billing to go to the Streets Department as work is completed.

RFP # 2024-039

FIRE EQUIPMENT MAINTENANCE

DATE AND TIME PROPOSAL DUE: MAY 17, 2024 AT 3:00 P.M.

ADDENDUM # 2

This Addendum # 2, dated April 26, 2024, amends or supplements Request for Proposal (RFP) # 2024-039 as indicated below:

I. Vendor Questions:

1. Do you all need us to have a business license in the state of Virginia in order to place a bid with your organization?

Yes, offerors need to have a Virginia business license. Proof must be submitted with the proposal.

2. On pages 15&16 you have listed the total counts of extinguishers in the City. Do you need us to send you a line item estimate for each of these services we offer, or do this a different way?

This is a Request for Proposal therefore, pricing is just one component that will be evaluated. Vendor may send in a pricing list for their goods and services as part of their proposal.

3. Are companies allowed to bid only for specific parts of the contract? For example, only bid on fire extinguisher inspections & maintenance. Or does a bid need to be for the entirety of the contract (i.e., extinguishers, emergency lighting, detector testing, sprinkler systems, etc.)

This is a Request for Proposals. The City would prefer to award to one vendor for the entirety of the contract.

4. With the addresses listed in the proposal it appears that this is a quote for both the City of Salem properties and the City of Salem Schools, is that correct?

Yes, that is correct.

5. I am trying to understand the list of services (Sprinkler, Fire Alarm, Etc.,) on page 16 that are presented as a total number of devices and systems but are not listed as systems per location.

Please see attached document with a breakdown of services per location.

6. Do you happen to have the make and models of the fire panels for each site?

Please see attached fire panels document.

7. Are monitoring systems included in the RFP?

Yes.

8. Where is it listed where the hoods, sprinkler systems, type of system are located by address?

Please see attached document with a breakdown of services per location. Also, please see attached sprinkler system and hood system inspection reports.

9. Dry systems are no longer allowed, therefore, need to know the type.

Most systems are wet systems.

10. Do you have the previous inspection reports for the schools? Can they be provided? Need information by address.

Please see attached sprinkler system and hood system inspection reports for the schools.

11. How many smoke detectors are in each location?

Please see attached document with a breakdown of services per location.

12. Can you provide information to be laid out by location?

Please see attached document with a breakdown of services per location.

13. Is everything to be quoted as an annual inspection? Semi-annual?

The City would prefer an annual quote.

14. Do we need a price on hood cleanings?

Yes, we need pricing for inspection and cleaning.

15. Can you provide the eight (8) sprinkler inspections reports?

Please see question 10 above.

16. How many fire alarm devices?

Please see attached document with a breakdown of services per location.

17. Do sprinkler systems have backflows?

Yes, they all should have backflows.

18. When will be the effective date of the new contract?

As soon as we can evaluate the proposals and select a vendor.

19. Is there any particular training that the vendor needs to go thru before starting the work?

Background checks will be required for the schools.

20. Should schools be completed during the summer or on breaks?

Yes, prefer the work to be completed when schools are not in session.

21. Can the contract be split between vendors?

Yes, but we prefer to have one vendor.

22. Are we doing monthly inspections on extinguishers in house?

Yes. We expect inspections to be completed based upon NFPA or Fire Code requirements. The Fire Code will prevail.

23. Will all billing come to one place?

Yes, it should go to Streets Department and billed as work is completed.

24. Is the City only interested in receiving bids for the entire service or if you are open to allowing us to bid only on the fire extinguisher, emergency and exit lights, kitchen exhaust hood cleaning and inspection, and smoke/carbon dioxide detectors.

Please see answer to question 3 above.

25. Section I - Purpose shows Hood Cleaning, Section VI (A) – Statement of Needs shows Hood Cleaning, however Section VI (D) Service Request #8 shows that Contractor shall conduct Kitchen Hood

Inspections. Does this request include both Cleaning and Test and Inspect or only Test and Inspect?

It includes all three: cleaning, testing, and inspecting.

26. The RPF shows 8 Sprinkler Systems, do we know what type of system, Wet, Dry, or Pre Action?

They are Wet Systems.

BY SIGNING THIS DOCUMENT, THE BIDDER ACKNOWLEDGES THAT THEY HAVE RECEIVED THIS ADDENDUM # 2 AND

FULLY UNDERSTANDS THESE CHANGES.
