About this file

This is Addendum No. 1 to a Request for Quotation (RFQ) issued by the Maryland State Department of Education (MSDE) for Policy, Funding, and Systems Integration services (Reference No. BPM058025, Contract No. R00B7600028). The addendum provides clarifications to questions submitted by potential bidders regarding the scope and structure of the engagement. MSDE seeks expert contractor support to align existing childcare systems and provide informed fiscal guidance on integrating policy and funding initiatives. The contract is based on an estimated 800 hours of work, though bidders have discretion in determining the appropriate allocation of hours between the stated responsibilities and deliverables. The contract may be performed by a single consultant or by a team of multiple individuals working jointly, with resumes required for all individuals who will perform substantive work.

The maximum contract value is fixed at $100,000. Bidders may propose a blended average hourly rate across multiple team members at different individual rates, provided the hourly rate submitted on the bid form reflects what MSDE will actually pay for services. All mandatory qualifications may be met collectively across a proposed team rather than requiring each individual team member to independently satisfy every requirement. No preferences or restrictions exist regarding the percentage of work performed by named individuals versus other firm staff. MSDE has confirmed that no formal existing analysis, data, or prior contractor work product will be made available to bidders during proposal development, though such information may become available to the awarded contractor. All proposals must acknowledge receipt of this addendum, and all communication must be routed through the Procurement Officer.

ADDENDUM NO. 1 R00B7600028

Title: Policy, Funding, and Systems Integration eMMA Reference No. BPM058025

This Addendum provides answers to questions submitted by potential bidders.

QUESTIONS AND ANSWERS

Q1. The background notes MSDE has spent "the past year" deepening its understanding of the funding landscape. Is there existing analysis, data, or prior contractor work product that will be made available to the awarded bidder (or to bidders during proposal development)?

A1. There is nothing formal to share with bidders.

Q2. Exhibit A shows 800 hours priced against Section A (Responsibilities & Tasks 1–8), but Section B (Deliverables 1–4) has no hours line of its own — just folds into "Total Project Cost."

Is the 800-hour estimate meant to cover all work including deliverable production, or should deliverables be priced/estimated separately?

A2. This is an estimate of hours, but we defer to the bidder. The price is fixed at no more than $100,000.

Q3. Does MSDE intend for the Contract to be performed by a single named individual consultant, or may a firm propose a team of multiple individuals to jointly perform the scope of work?

A3. Multiple teams may be proposed.

Q4. If a team is permitted, is a single "Cost per Hour" on Exhibit A meant to represent one individual's rate, or a blended average rate across multiple team members at different rates?

A4. The hourly rate listed on the bid form must reflect what MSDE will be paying for the services. A blended average rate across multiple team members is acceptable. Please note that the contract will not exceed $100,000.00.

Q5. Does the RFQ's requirement for "a resume that demonstrates the required qualifications" mean a single resume for one lead/primary consultant is sufficient, or must resumes be submitted for every individual who will perform substantive work under the Contract?

A5. Resumes should be submitted for those who show qualifications to accomplish the work.

Q6. If a firm bids with more than one individual named to perform the work, must each named individual independently satisfy all of the Mandatory Requirements in Section II, or is it sufficient for the qualifications to be met collectively across the proposed team?

A6. All qualifications can be met collectively across the proposed team.

Q7. Is there any preference, requirement, or limitation regarding the percentage of the 800 estimated hours that must be performed personally by the individual(s) named in the bid, versus other firm staff not named in the bid?

A7. No preferences or requirements as long as the scope of work is accomplished.

Q8. Can potential vendors submit more than one resume to demonstrate a team’s expertise?

A8. Yes
