About this file
This is Addendum 1 to a Request for Proposal issued by the Town of Smithfield, Virginia for Master Planning Services. The Town seeks qualified professional services from a Master Planner with expertise in land planning, land use, economic development, and community engagement. The addendum addresses clarifications regarding tribal engagement expectations, archaeological resources, project timeline, and fee proposal requirements. The Town does not anticipate any tribal engagement as part of the master planning effort. While the Town has issued a parallel Request for Proposal for a Phase 1 Archaeological Survey, only surface-level archaeological and cultural resources assessment studies are currently available to proposers. The Town expects the master planning effort to be completed within a reasonable 10-12 month timeframe. Proposal responses should include a cover letter with work plan and project timeline as outlined in the original RFP Section B.
The Town does not have an established budget for this project and requests that proposers submit a non-binding fee proposal with their responses. The fee proposal format is flexible, and proposers may present costs as a base fee with add-on options. A non-binding estimate is acceptable in accordance with Virginia Code 2.2-4302.2.4. The fee proposal should be included with the formal proposal submission, though no specific format template has been mandated by the Town. No set-asides, incumbent contractors, or other financial restrictions are identified in this addendum.
