About this file

This document is an Addendum # 1 to Invitation to Bid (ITB) # 2024-029 for Mowing Services-Miscellaneous City Lots issued by the City of Salem, Virginia. The ITB is for qualified and licensed bidders to provide mowing and trimming services at various locations within the city. The addendum addresses several vendor questions, including the incumbent contractor, bid tabulation from the previous bid, requirement for a contractor's license, access to certain sites, maintenance of properties with newly planted trees, and the scope of work for an electrical substation. The bid is due on February 29, 2024 at 3:00 P.M., and the signed addendum must be included in the bid submittal.

The previous ITB was awarded to RC Lawncare Inc. as the incumbent contractor. There is no bid bond or surety required, and no local vendor preference. The award will be made to the most responsive and responsible contractor based on the criteria outlined in the ITB. Pricing terms, set-asides, and funding sources are not explicitly mentioned in the addendum, but the city will provide the awarded contractor with access to the sites that require gates or locks.

ADDENDUM # 1

This Addendum # 1, dated February 22, 2024, amends or supplements Invitation to Bid (ITB) # 2024-029 as indicated below:

I. Vendor Questions:

1. Will a NC business license suffice?

No.

2. Who is the incumbent?

The incumbent was RC Lawncare Inc.

3. Can you please provide the bid list for the last time this was out for bid?

The bid tabulation from the previous ITB is attached to this addendum.

4. Is there any type of bid bond or Surety required?

No.

5. Is there a local vendor preference?

No.

6. Is there a mandatory pre bid conference?

No.

7. Will award be based on best overall value using a scoring system with price being but 1 factor or will award be made to the most responsive responsible contractor (AKA Firm Fixed price)?

Please refer to VI. Contract Award in the ITB document.

8. In the bidder information it has an area for a contractor's license number. VA DPOR doesn't require a license for mowing.

If Contractor has a valid license, please include that; however, it’s not required for bid.

9. I have been to each of the sites and could not access the ones with the water storage tanks. Can I see what is required for us to service?

The City will issue the awarded Contractor a key for access to these sites.

10. In regard to the properties, the city owns with the newly planted trees. Are there requirements for maintenance on those or do we just mow and trim around the barriers that are installed?

Please read V. Scope of Work/Specifications, E. “Properties with newly planted trees shall have fencing lifted and area trimmed, and fencing put back to original place being careful not to damage tree or fencing.”

11. Will the contractor who wins the bid have access to these facilities or will a City of Salem employee need to be on-site as we go to each of them?

The City will issue a key for access to the sites that require gates/to be locked. All other sites are open to service as needed. No one from the City will need to be on-site at any location. It will be the contractor’s responsibility to lock/secure sites when finished servicing for that day.

12. There is a lot behind a church parking lot that has a large section of a tree that has fallen over would that be something the contractor is expected to remove?

If for any reason the sites are not accessible, the Contractor should contact the City representative and make arrangements for remediation. The City will remove the fallen tree for contractor to gain access.

13. Electric substation behind the advanced auto parts. The lot is 3.1 acres. there is an embankment on the road right of way will that be managed by us or by the state/city?

Yes, that is part of the scope of the contract.

14. Will we be doing any work on the inside of the electrical substation fencing? If so is there any particular training that we will need to have to access?

No, these areas are not part of the scope of the contract. Only the grassy areas outside the fencing.

15. Has this work ever been bid out before? If so are you able to share information on that bid?

Yes, this work has been bid out before. Please see question 3 above.
