About this file

This document is an Addendum to Invitation to Bid (ITB) #2024-026 issued by the City of Salem, Virginia for the Salem WTP Well Pump Stations 4 and 5 project. The project involves constructing wellhouses at existing previously-drilled/cased/capped wells and installing a 100 hp 900 gpm well pump and a 100 hp 1,200 gpm well pump, each with variable frequency drives, associated piping, valves, meters and appurtenances, 8-inch and 16-inch transmission mains, and various site improvements for each pumping station. The bid is due on February 14, 2024 at 3:00 PM. The addendum provides clarification on pre-bid meeting topics, vendor questions and responses, and required bid submittal documents.

The addendum states that the design points in the specifications include head loss from well piping, valves, fittings, and discharge piping. It also provides guidance on the stair tread material and confirms that 18" x 18" x 1" thick GR 50 plates are included in the allowance price for the micropiles. Additionally, the addendum indicates that an affidavit of non-collusion is not required, and that the Salem Electric Department will only provide "pull boxes" while the contractor will be responsible for all installation costs.

SALEM WTP WELL PUMP STATIONS 4 AND 5

DATE AND TIME BID DUE: FEBRUARY 14, 2024 AT 3:00 P.M.

ADDENDUM # 1

This Addendum # 1, dated February 7, 2024, amends or supplements Invitation to Bid (ITB) # 2024-026 as indicated below:

I. Pre-Bid Meeting Sign-in Sheets:

Please see attached sign-in sheets.

II. Meeting discussion topics (prior to bidder questions):

a. Contractor to open everything but City will make the taps.

b. Well pumps that have been selected were provided by Sydnor Hydro, Inc.

c. Well pump 4 is clear and well pump 5 will be cleared of some sediment by City.

d. Current holes drilled are straight and City does not foresee any issues with installations of well pumps.

e. Contractor must complete and return all required pages, forms, and information with their bid.

Missing pages, forms, and information may result in the Bid to be nonresponsive.

III. Vendor / Bidder Questions:

1. Do you have a preferred control contractor for the controls?

No, not necessarily. City uses DR Controls LLC, and we will pull them in to work with the low bidder.

2. Note under 43 21 39.39-4 2.1B Reads” Does not include entrance, pump, column, and discharge head losses”. Shall the pump supplier bid to the two design points head conditions listed on table 2.1 B respectively 247 feet and 191 for Well 4 and 327 and 299 for Well 5 without factoring in friction losses from the check valve, piping, and discharge head? If those losses are factored in and added to the total head it will require larger pump impellers requiring l a 125 HP horsepower motor instead of the specified 1000 HP motor for Well #4. Well #5 could remain at the specified 125 HP. Please advise.

The design points in Table 2.1 B are based on calculations including head loss from well piping, valves, fittings, and discharge piping. The note was from the standard version of the specification and was inadvertently left in, it can be disregarded.

3. Are the 18” x 18” x 1” thick GR 50 plates included in the allowance price for the micropiles?

Yes.

4. What is the thickness and material to be used for the stair treads for access to the pump stations?

19W4 1” hot dipped galvanized steel.

5. The bid form calls for an “affidavit of non-collusion” to be turned in with the bid. Can that document be furnished to the contractors?

Under Section 00 73 02 Salem General Terms and Conditions. Section titled “Ethics In Public Contracting,” Proposal shall include bid. Therefore, an affidavit of non-collusion is not required and statement should read as follows: By submitting the proposal/bid, all Offerors certify and warrant that their proposals/bids are made without collusion or fraud and that they have not offered or received any kickbacks or inducements from any other offeror, supplier, manufacturer, or subcontractor in connection with their proposals/bids, and that they have not conferred on any public employee having official responsibility for this procurement transaction any payment, loan, subscription, advance, deposit of money, services or anything, present or promised, unless consideration of substantially equal or greater value is exchanged.

6. 260543.23 /1.3/A./#1 says, "Obtain all manholes and handholes furnished under this section from SED".

Please provide pricing or contact information to ensure accurate pricing may be obtained.

The Salem Electric Department shall only provide “pull boxes” and contractor will be responsible for all installation costs. Salem Electric Department contact is A. K. Briele – 540-815-0408.

BY SIGNING THIS DOCUMENT, THE BIDDER ACKNOWLEDGES THAT THEY HAVE RECEIVED THIS ADDENDUM # 1 AND

FULLY UNDERSTANDS THESE CHANGES.
