About this file

This addendum to a Request for Proposals issued by the County of Warren, Virginia Finance & Purchasing Department clarifies requirements for qualified independent certified public accountant firms to perform financial and compliance audits for the County. The closing date for bid submission has been extended to 2:00 p.m. on October 5th, 2026. Vendors must acknowledge receipt of this addendum and submit proposals that address the County's audit service needs, which include completion of audits for fiscal years 2024 through 2026. The FY24 audit is expected to be completed by September 30, 2026, the FY25 audit by December 15, 2026, and the FY26 audit completion is estimated to be delayed approximately six months from the standard timeline.

Proposals must include binding fixed pricing or time and materials pricing with detailed labor and indirect cost breakdowns for Warren County. Bidders should be aware that the County currently uses Berry Dunn for pre-audit services and Debtbook software for GASB 87 and GASB 96 calculations. Key challenges impacting audit completion include bank reconciliation issues, payroll to accounts payable discrepancies, and fund 99 entry adjustments. The County has experienced recent staffing transitions, including a new Treasurer starting in January 2024 and previous turnover in the Finance Director role. Additional services may include agreed-upon procedures related to a meals and beverage tax memorandum of understanding with the Town of Front Royal, and the County anticipates implementation of new financial, tax, and revenue software by November 2027.
