This is Addendum No. 1 to the Plans and Specifications for the Captree State Park Boat Basin Dredging project issued by the New York State Office of Parks, Recreation and Historic Preservation (NYSOPRHP) Long Island District. The project involves dredging soil from the boat basin channel at Captree State Park located at 3500 E. Ocean Parkway, Bay Shore, NY 11706, and depositing approximately 6,200 cubic yards of material into a prepared dewatering site on Captree Island. The addendum was issued on August 25, 2026, with bid submissions due by August 31, 2026 at 10:00 AM via email to LICapitalProcurement@parks.ny.gov, followed by a virtual public bid opening at 10:30 AM via WebEx. According to the New York State Department of Environmental Conservation dredge permit, dredging operations are restricted to the period between October 1 and December 31, 2026, with mobilization expected to begin no sooner than November after notice to proceed is issued. The pre-bid meeting was held on August 17, 2026, and all Requests for Information were due by August 21, 2026. The addendum includes responses to seven RFIs addressing bid security requirements, pricing structure, contract schedule clarifications, sediment sampling information, and dredging limits around existing pilings.
The Engineer's Estimate Range for the contract is established at $686,511 to $928,809. Bid security in the amount of $40,400 is required, submitted as a scanned certified check, bank check, or bid bond with the electronic bid, with physical bid bonds from the two lowest bidders required to be postmarked via certified mail within 48 hours of bid opening. The contract is being bid as a unit-price contract with no modifications to the bid structure permitted. Pursuant to New York Public Building Law Section 8(6), a responsible and reliable Minority or Women-Owned Business Enterprise (MWBE) firm submitting a bid within ten percent of the lowest bid will be deemed the apparent low bidder, provided the bid does not exceed $1,737,918. All bidders must submit a signed certification pursuant to New York State Finance Law Section 139-M confirming maintenance of a written policy addressing gender-based violence in the workplace. Appendix B, containing the Sediment Laboratory Report prepared by Cashin Associates in October 2021, documents four sediment sampling locations and analytical findings from Long Island Analytical Laboratories that inform the dredging specifications and disposal requirements.

Question:
Can the Bid Form be modified to include three separate line items: (1) mobilization, (2) dredging of 6,200 cubic yards, and (3) creation of the dewatering area? Separating these items would avoid payment or adjustment issues for the lump-sum mobilization and dewatering-area work if the final dredging quantity changes.
Answer:
RFI 2 of 7
For the sake of simplicity, the project is being bid as a unit-price contract rather than a combination lump-sum and unit-price contract. No bid structure modifications are allowed.

Sediment Sampling Plan and Findings Report October 2021
I Project Background and History
The purpose of the Captree Boat Basin dredge project is to mitigate the extensive build-up of sediment within the marina. In some areas of the marina, the water depth during low tide is too shallow for the party fishing boats utilizing the boat basin. The preferred disposal location for deposition of the dredge material (approximately 4,500 cubic yards) is a site on Captree Island within the State Park historically used for dredged material placement.
II Project Description Preliminary inspection and reports from party fishing boat representatives indicate that the basin has severe shoaling adversely affecting boat docking and operations. Existing depths are as little as one foot (mean low water) along the bulkhead at many of the boat slips. Maintenance dredging of the State Boat Channel heading to the Captree Boat Basin was done 10 to 15 years ago, but the boat basin has not been dredged since much before that time.
III. Sampling Methodology Sediment samples were collected by Cashin Associates (CA) field personnel. CA is located at 1200 Veterans Memorial Highway, Hauppauge, NY 11788 and the contact person for this project is Keith W. Brewer, Senior Environmental Scientist at (631) 348-7600-ext. 30 or (631) 348-7601 fax. The analytical laboratory used for the analysis was Long Island Analytical Laboratories, Inc, located at 110 Colin Drive, Holbrook, NY 11741 (631) 472-3400 or (631) 472-85025 fax. The laboratory is approved and certified by the New York State Department of Health ELAP#11693.
This sampling was performed in accordance with the sediment sampling plan dated July 2021 and approved by the NYSDEC on September 2, 2021. A total of four sediment coring locations were selected to provide full coverage of the area to be dredged and cores were collected from these four locations (S1 through S4) as indicated in Figure 1. Preliminary field inspection indicated that the accumulated sediments appeared to be uniform throughout the area. Core samples were collected using a hand held AMS Soggy Bottom Sampler system to a minimum depth of one foot below the proposed dredging depth. Sample collection followed established protocols and procedures, consistent with the sediment sampling guidance provided in Appendix C of NYSDEC Technical & Operational Guidance Series (TOGS) 5.1.9 In-Water and Riparian Management of Sediment and Dredge Material.
A visual inspection of the sediment cores was performed and documented. Each core sample was divided into segments representing (a) the surface to proposed dredging depth, (b) 0” to 6” below the proposed dredging depth (the post-dredging bottom to be exposed) and (c) 6” to 12” below the proposed dredging depth (Table 1) (Figure 2). Each core segment was analyzed separately and no distinctive were observed. Sediments within a segment appeared uniformed, and the material was composited by placing the material in a clean tub and mixing it with a clean spatula to a uniform consistency. Care was taken to include material from the entire thickness of each core segment when creating a composite. Sediment analyzed for trace metals did not come into contact with metals and sediment analyzed for organic compounds did not come into contact with plastics.

In addition, samples collected for VOC analysis were grab samples, selected before the sediments within each segment were mixed to create the segment composite. No layers showed obvious signs of impact (i.e. odor, color, etc.).
Sample containers were supplied by the testing laboratory. The containers were laboratory cleaned, pre-preserved and sealed with the appropriate documentation. All sample containers were labeled using a permanent marker to indicate the date, time, sample location, and sample identification number. This information was recorded on a chain of custody form that followed the samples. Once each sample container was filled, capped and labeled, it was appropriately packaged to prevent breakage and placed in an ice-filled insulated cooler until the samples were delivered to the laboratory.

V. Analyses to be Performed The following analyses was performed on sample segments (a)-material to be dredged) and (b)- 0” to 6” below the post-dredging bottom, from each sample location before the maximum allowable holding time for testing is exceeded.
a. Grain Size Distribution
Grain size distribution of each sample segment was determined by a sieve analysis performed in accordance with ASTM C136-95.
b. Total Organic Carbon
The Total Organic Carbon (TOC) of each sample segment was determined in accordance with EPA Method 415.1.
c. Testing Sequence
According to the NYSDEC protocol, if the grain size and TOC analyses determine that the composition of any sample is at least 90% sand or larger material (less than 10% of the material passes through the No. 200 sieve) and TOC content is less than 0.5%, no further testing of that sample is required by the NYSDEC. All samples that fall below this limit should be tested for contaminant parameters identified in (Table 2) and in accordance with the testing methods provided. Results should be calculated and summed as indicated and all data should be reported in the units listed.
Segment (a) and segment (b) from each sample location containing more than 10% of material passing through the No. 200 sieve or greater than 0.5% TOC will be analyzed for all parameters identified in Table 2. If the analysis of segments indicates that the level of any contaminant is significantly higher in Segment (b) relative to Segment (a) or that Class C levels of contaminants are present and would not be removed by the proposed dredging, contaminant analysis should also be conducted on Segment (c)-6” to 12” below the proposed dredging depth, for all parameters identified in Table 2 to determine if alteration of the dredging depth would mitigate the problem.
If the results of the sediment analyses determine that there is risk of significantly higher contaminant levels becoming exposed in the post-dredging bottom or that existing Class C levels are not removed by the proposed dredging depth, the applicant should provide a proposed plan to mitigate the problem of elevated contaminant levels. The mitigation plan should be submitted to the NYSDEC for review and comment along with the results of the sediment analyses. This testing sequence was followed as applicable to the sediment sampling report, herein.
d. Proposed Cost Reduction Strategy
OPRHP cost reduction strategy will consist of conducting grain size distribution and TOC analysis on Segments (a) and (b) from each the four sample sites. If the results of those analyzes indicate that the sediment of these segments do not meet the at least 90% sand or larger material and TOC content less than 0.5% requirements, OPRHP will perform the analysis listed in Section IV, above. All (c) Segments will be archived until
NYS Office of Park, Recreation, and Captree Boat Basin Historic Preservation Dredge Project
Sediment Sampling Plan and Findings Report October 2021 the analytical results from these two segments dictate otherwise. In addition, as acceptable with the NYSDEC, only one composite sample representing all four sites will was analyzed for dioxin.
VI Results On September 10, 2021, Cashin Associates (CA) conducted a sediment sampling event of the proposed project area. Sample collection followed established protocols and procedures, consistent with the sediment sampling guidance provided in Appendix C of NYSDEC Technical & Operational Guidance Series (TOGS) 5.1.9 In-Water and Riparian Management of Sediment and Dredge Material and the approved Sediment Sampling Plan dated July 2021.
i. Grain Size and Total Organic Content (TOC) Grain size distribution analysis was performed on all three segments of each sample site.
The results are represented in percent of gravel (sieve sizes 4” through 3/8”), sand (sieve size #4 through #100) and silt/clay (sieve size #200 and pan). The results of these analyses are depicted in Table 3. All twelve samples had grain size distribution results of less than 90% sand and gravel (Appendix II).
TOC analysis was performed on all segments of each sample site. The results are represented in percent of total sample and are depicted in Table 3. All twelve segments analyzed for TOC had a percentage greater than 0.5% (Appendix II).
Table 3. Depicts the results of the Grain Size Distribution and TOC Analysis. The results are presented in percent of total sample collected.

Note: According to Long Island Analytical Laboratories a small portion of material can be lost during the sieving process and therefore total percentages may not add up to 100%.
ii. Chemical Analysis In accordance with the acceptable sediment parameters indicated in TOGS 5.1.9, none of the twelve segments analyzed met the requirements of being at least 90% sand and gravel and TOC requirement of being less than 5%. As a result, all segments were analyzed for chemical constituents. Table 4 depicts the results consistent with the sediment sampling

2 Total PAHs – sum the concentrations of the 18 semi-volatile analytes identified as MHP parameters 3 Total BTEX – The sum of benzene, toluene and xylene concentrations 4 TEQ calculation as per the NATO – 1988 method. For more information see TEQ Calculation for
Dioxin/Furan below.
a The Soil Cleanup Objectives (SCOs) for unrestricted use were capped at a maximum value of 100 ppm. See Technical Support document, section 9.3 b For constituents where the calculated SCO was lower than the contract required quantitation limit
(CRQL), the CRQL is used as the Track 1 SCO value.
c For constituents where the calculated where the calculated SCO was lower than the rural soil background concentration, as determined by the Department and the Department of Health rural soil survey, the rural soil background concentration is used as the track 1 SCO value for this use of the site.
d SCO is the sum of endosulfan I, endosulfan II and endosulfan sulphate.
e The SCO for this specific compound (or family of compounds) is considered to be met if the analysis for the total species of this contaminant is below the specific SCO.
f Protection of ecological resources SCOs were not developed for contaminants identified in Table 375-
6.8(b) with “NS”. Where such contaminants appear in Table 375-6.8(a), the applicant may be required by the Department to calculate a protection of ecological resources SCO according to the TSD.
