About this file
This addendum, issued by the Commonwealth of Pennsylvania's Department of Conservation and Natural Resources (DCNR), Bureau of Forestry, clarifies project specifications for Invitation for Bids (IFB) 6100065105 regarding the FD9 DSA Caledonia Pike limestone aggregate delivery project in Clearfield County. The addendum, effective January 14, 2026, corrects an error in the original solicitation by providing a revised project map. The bid submission deadline remains January 29, 2026, at 10:00 a.m., with electronic submission required through the Commonwealth's SRM procurement system. The mandatory pre-bid conference is scheduled for January 20, 2026, at 9:00 a.m. at the FD09 Moshannon State Forest Resource Management Center. The project involves delivering, paver-placing, and compacting approximately 5,400 tons of limestone Driving Surface Aggregate on Caledonia Pike, with contract performance required between the Purchase Order issuance date and June 30, 2026.
No changes to pricing, contract terms, specifications, or other solicitation conditions are introduced by this addendum. All previously issued terms, conditions, specifications, and instructions of the original solicitation and any prior addenda remain in effect. Bidders must ensure they have reviewed and responded to all questions relevant to this addendum within the electronic bid response system. Performance security of 10% of the total contract price is required, and liquidated damages of $250 per day apply for performance delays. The Commonwealth encourages small business participation, with eligible vendors defined as for-profit, U.S.-based, independently owned businesses with no more than 100 full-time employees and average gross revenues not exceeding $47 million. Contractors must source Driving Surface Aggregate from a PennDOT-qualified quarry approved for C2A production and maintain delivery rates of 120 to 175 tons per hour between 7:00 a.m. and 3:00 p.m. Inquiries regarding this addendum should be directed to Michelle Pritts, Procurement Specialist, at 717-772-0299 or mpritts@pa.gov.
