About this file
This addendum is issued by the Michigan Department of Technology, Management and Budget (DTMB) and the Michigan Department of Transportation (MDOT) for the Detroit Operations & Service Center (DOSC) Electrical Project located at 1060 W Fort St, Detroit, MI 48226. The project involves electrical work at the facility, with bidding managed by the engineer Abonmarche Byce. The bid opening date is May 27, 2026 at 2:00 PM, and the deadline for contractor questions and RFIs is May 15, 2026 at 2:00 PM. A mandatory pre-bid meeting attendance record is required. The work must be completed within standard operating hours of 8:00 AM to 4:00 PM Monday through Friday, as the facility operates 24 hours and off-hours work does not reduce downtime impacts. Equipment shutdowns must be coordinated with the project team in writing and approved at least two weeks in advance.
The contract structure consists of a single lump sum bid for all scope of work with no alternate bid items or contingent change orders. A $30,000 allowance is required for the project. Parking for construction vehicles will be primarily accommodated in a lot across the street from the facility, with coordination available if on-site parking in the DOSC facility lot is necessary. Contractor security clearance is not required. No temporary power or portable generator provision is required, as critical infrastructure is backed up by the facility's on-site generator system, though multiple, less impactful shutdowns may occur to minimize disruption.

BIDDING QUESTIONS AND CLARIFICATIONS
1. What are the working hours available for this project? Will there be work allowed on off hours and weekends?
Answer: The work will need to be limited to 8:00a to 4:00p Monday through Friday per the Special Working Conditions in the specifications. The facility is a 24 hour operations and working off-hours does not reduce the impact of downtime.
2. Will temporary power or a portable generator be required during equipment shutdowns?
Answer: All equipment shutdowns will need to be coordinated with the project team in writing and approved 2 weeks prior to shutdown. The contractor will not be required to provide temporary power or a portable generator. Critical infrastructure is backed up by the facility’s on-site generator. As a result, multiple, less impactful shutdowns may be required, where only a few panels are affected at one time.
3. Will parking for construction vehicles be available on site?
Answer: Parking in the DOSC Facility’s parking lot may or may not be available during the day, depending on staff workload. Large construction vehicles can be parked in the lot across the street from the facility. Answer: Contractor’s do not need to be LIEN Cleared like they do at correctional facilities.
