About this file

This Addendum 1 to Solicitation 54-CA-PR36372 is issued by the North Carolina Department of Transportation and provides clarifications to an Invitation for Bid for railcar curtain upgrades for the Piedmont train service. The solicitation seeks blackout-style curtain panels for NCDOT's 56-seat and 66-seat coaches, with bids due October 30, 2026 at 2:00 PM ET. The addendum clarifies that curtains for private dining areas with window seats are included in the final counts, with NCDOT providing the rods and mounting assemblies for these windows. The vendor is required to deliver curtains only, without installation services; NCDOT will handle installation at a later date. The addendum specifies that NCDOT will install new rod stand-offs prior to installation to address sagging curtain rods on existing systems, and the vendor will not be held responsible for any pre-existing rod sagging issues.

This non-mandatory addendum addresses five vendor questions received regarding curtain delivery, installation responsibilities, and existing infrastructure conditions. Key clarifications include confirmation that curtains will be delivered to inventory rather than installed by the vendor, and that NCDOT assumes responsibility for correcting sagging rods before the new curtains are hung. All curtains must comply with Federal Railroad Administration fire safety regulations per 49 CFR 238 Appendix B. Vendors must be registered North Carolina vendors in good standing with valid eVP numbers and E-Verify compliance. The contract includes a minimum 12-month warranty covering defective parts, labor, freight, and technician travel at no cost to the State, with pricing to be submitted on a Free-On-Board Destination basis representing the total project cost.

Question

Vendor Question State’s Response

3. IFB Section 2.10, Page 8:

a) “Existing Curtain Rod System: the curtain rod hardware currently installed in NCDOT Piedmont fleet passenger coaches used to support curtain assemblies.”

b) NCDOT needs to address some of the existing curtain rods, as they are sagging quite a bit on some of the windows.

c) How will the sagging issue be resolved?

NCDOT will install new rod stand-offs prior to installation to correct sagging curtain rods.

4. The Vendor sees a potential issue with sagging rods because the curtain will hang lower in the middle of the sagging rod.

This will be addressed by the aforementioned solution in Question #3.

5. Please verify that the Vendor will not be held responsible for sagging rods.

This is acceptable to NCDOT.
