About this file

Summary

This document is Addendum No. 1 to the City of Asheville, North Carolina's Request for Proposals for a Compensation Study (Project Number 298-FY27-HR-RFP-COMPSTUDY), issued on August 3, 2026. The addendum provides responses to 41 questions submitted by prospective bidders regarding the compensation study covering approximately 1,300 employees across approximately 400 job classifications, including exempt, non-exempt, civilian, and public safety positions. The scope encompasses external market assessment comparing current base salaries and supplements against peer and geographic benchmarks; internal pay-practice analysis to identify demographic disparities, pay compression issues, and equity gaps; and comprehensive review of the City's overall salary and compensation structures. The City's target completion date is November 1, 2026, with a projected project start date of September 7, 2026. The RFP responses were originally due August 17, 2026, and a pre-proposal meeting was held on July 27, 2026. Questions were due July 29, 2026 at 5:00 PM. Proposers must acknowledge this addendum in their RFP response submittal to avoid being deemed non-responsive.

The City has established no set budget for this project and requests that vendors submit their total proposed cost as part of their proposal, noting that while cost is an important evaluation factor, it is only component of the selection process. The City of Asheville is subject to the Asheville Business Inclusion Policy, which encourages women and minority business enterprises (MWBEs/MWBEs) participation; proposers are invited to demonstrate MWBE status or pursue City certification. The evaluation will utilize the City's existing job descriptions from the 2021 compensation study and employee census data provided in Excel format at project kickoff. The City maintains eight distinct pay plans and currently includes pay supplements such as education pay, shift differentials, augment pay, certification pay, lead pay, hazard pay, and bilingual pay. The project excludes temporary and seasonal employees and does not include updating job descriptions or analyzing benefits. Key stakeholders include Human Resources, the City Manager, and Finance. Comparator selection, methodology for demographic disparities analysis, and implementation approach are within the consultant's scope of work.
