About this file
This is Addendum No. 1 to a Request for Qualifications issued by the State of Michigan Department of Technology, Management and Budget and the Department of Environment, Great Lakes and Energy for the Edenville Dam Modifications and Stabilization Measures Project in Tobacco Township, Gladwin, Michigan. The project addresses dam safety concerns at the Tobacco Spillway, with the primary work required to be completed by January 15, 2021, under an emergency order. The addendum clarifies that a State of Michigan Joint Permit Application has been submitted to EGLE, while local permits remain the contractor's responsibility. Work proceeds with no current limitations on work hours and conditions. The addendum indicates that Phase I GESC Permit documentation and more complete drawing sets, including missing D-series drawings, will be provided during Phase 2 of the bidding process, though the initial 100% drawings were scheduled for October 30, 2020, with bids due November 4, 2020. The Request for Qualifications due date was set for October 15, 2020, with no extension available.
The addendum confirms that the Qualified Disabled Veteran preference of 10% will not be applied to RFQ evaluation but will be utilized for future bids. Proprietary work plans submitted as part of responses will remain confidential until contract award. Applicants may reference private client projects by name and owner contact information, with dollar amounts stated as approximate budgets if confidential. The project budget has not been established and will be determined post-award. Additional project components, including the Diversion Dike and remaining earthwork and restoration activities, will be bid separately at a later date with schedules to be discussed at that time. Inquiries should be directed to Anne Watros at watrosa@michigan.gov.

Response – Approximately ~35 feet.
3) Please describe what permits for which the Contractor will be responsible for obtaining. Does the schedule support the time required for expected permit approval?

4) What are the work hours and conditions that will be shown in the specifications?
Response – No limitations are currently in place.
5) Please provide the Phase I GESC Permit referenced on drawing G-102 to show the work limits. This is required to understand how areas of bank rehabilitation will be accessed.
Response – This will be provided in Phase 2 of the bidding process.
6) The 30% Submittal drawings do not contain any of the D drawings that are listed on the Drawing List on sheet G-101. Please provide.
Response – A more complete drawing set will be provided as part of Phase 2 of the process.
7) Will drawings be provided showing design progress at any interval between the 30% and 100% sets? This would be necessary to meet the November 4th bid date with 100% drawings provided on October 30th.
Response – A more complete drawing set will be provided as part of Phase 2 of the process.
8) Please provide the project budget to allow Contractors to address the goal of completing the project within the established budget.
Response – The budget referenced in the RFQ is the as awarded budget. This has not been established.
9) We request the SOQ due date be extended one day to October 16th.
Response – We understand that this was a short request, but no extension can be provided.
10) Will the Qualified Disabled Veteran preference of 10% be utilized in evaluating and determining the low responsive bid for this project?
Response – Yes for future bids but not for evaluating the response to this RFQ.
11) Should the RFQ be addressed to a specific person? If so, please clarify that contact person.
Response – Anne Watros. Her email address is watrosa@michigan.gov
12) Relevant to section 2.3.3, if we submit a proprietary work plan as part of our response, will it remain proprietary and not disclosed until after the contract award?
Response – Yes
13) Relevant to section 3.4a, much of our contract experience includes work for private clients in which a contract number or state project number don't apply. Do we address this by providing the name of the project and the Owner's contact information?
Response – Yes
14) Relevant to section 3.4e and referencing the same projects above (identified in our RFC #3) the dollar amounts are confidential. How should that be addressed and will that impact our scoring.
Response – State it as an approximate budget.
15) Section 1.2.e Project Goals, Schedule refers only to the required completion date of the Spillway work. Have schedule goals been established for the remaining project components?
Response – The primary dam safety objective is related to the Tobacco Spillway work. This work needs to be completed as soon as possible, but not later than January 15, 2021. Other aspects of the projects are not included at this time but will be bid out at a later date. Schedule will be discussed at that time for these other project components.
a. Understanding the schedule goal for the Diversion Dike would be especially helpful.
b. Will the remaining earthwork and restoration be performed following the typical spring thaw? Or is it anticipated that this work will be performed during the winter construction season?
