About this file

Addendum 1 to RFP #2027-01-VPA: Accounts Payable Invoice Process Automation

This addendum to a Request for Proposals (RFP) issued by the Virginia Port Authority (VPA) provides clarifications and responses to 267 questions regarding a comprehensive accounts payable invoice process automation initiative serving three entities: VPA, VIT (Virginia International Terminals), and HRCP II. The Virginia Port Authority seeks qualified accounts payable software companies to design, implement, and integrate an off-the-shelf solution enabling end-to-end automation of invoice processing from capture through voucher creation in PeopleSoft FSCM 9.2. The project commences October 1, 2026, with a target production go-live no later than April 2027, though VPA is open to phased implementation provided the timeframe does not extend past May 2027 or impede the concurrent PeopleSoft upgrade. The proposal submission deadline is August 25, 2026, at 2:00 p.m. EST, followed by down-select presentations and interviews on August 27, 2026. The contract term runs from the effective date through implementation or two years, whichever occurs first, with three one-year renewal options available by mutual written agreement. The current invoice volume is approximately 60,889 invoices annually (FY26) across all three entities, comprising 34% purchase order-backed and 66% non-PO invoices, with average processing time of 7-10 days that VPA targets to reduce to less than five days post-automation.

VPA prefers a fixed implementation fee plus ongoing annual subscription or SaaS fees, with offerors required to provide detailed implementation costs as separate line items along with software licensing, hosting, support, and maintenance broken out individually for the base term and three renewal years, including any annual price escalations. The solution must integrate with PeopleSoft FSCM 9.2 (hosted on-premises, PUM 51, PeopleTools 8.6) via flat file import using staging tables, supporting multi-entity configuration with shared vendor master (2,202 active suppliers) and separate approval workflows per entity. VPA currently processes invoices manually through Outlook mailboxes, shared drive workflows, and PeopleSoft manual entry with no existing OCR, IDP, or AP automation tools; document storage should leverage existing Laserfiche or Active Directory. The solution must achieve 95% OCR accuracy, support 3-way matching (preferred) or 2-way matching with receipt data stored in PeopleSoft, deliver role-based training for up to 25 associates, and meet SOC 2 compliance with data centers in the continental United States. SWaM participation scoring requires valid DSBSD certification for full ten-point credit or up to 7.5 points for non-certified small businesses demonstrating subcontracting with certified firms. Offerors must provide minimum three references from similar AP automation projects completed within the last three years and acknowledge the addendum via email prior to bid submission; no proposal deadline extension has been granted, and budget information has not been disclosed.
