The objective of this proposal is to evaluate and select the AMI solution that best meets the functional and business requirements of ACSA.
In addition, ACSA has identified utility preferences for the AMI solution that include but are not limited to the following. These are preferences.
· Current AMI meter. If acoustic leak detection capability is available, capability should already be assembled if ACSA desires to implement it at a future date.

· Customer web portal to display consumption data in addition to other information that may be available.
· Training of ACSA’s employees in field maintenance, diagnosis, troubleshooting, and system use and operation and maintenance.
· Ongoing maintenance, customer service and support.
· Meter Data Management System to interface with Tyler Software System.

· Meter serial number should be clearly stamped on top of the meter to easily confirm meter number in pit environment.
· Proposing Vendor to describe meter, register, and transmitter design; include a detailed diagram detailing the various components.
· Proposing Vendor to describe meter installation and commissioning process; detail any equipment that should be used during install; identify how the installer can verify the meter was correctly installed
Capability
· Water meter measurements shall be in 1 US Gallons (specific read resolution and read transmission resolution shall be defined by ACSA along with the Selected Vendor prior to ordering)
· All water meter transmitters shall be capable of recording and transmitting 15-minute interval usage data; describe transmission schedule and any details around read and alert storage and transmission to collector/Head End System (HES)
· All water meter transmitters shall be able to hold data in its internal memory up to or a minimum of 40 days.
· Meters shall have sensors to indicate leaks, low battery, and consumption alerts and/or alarms.
· Meters shall be built from lead-free material compliant with the Safe Drinking Water Act and NSF-372
Performance
· New meters shall meet or exceed ANSI/AWWA Standard C700, C710, and/or C713 for accuracy and pressure loss.
· New meters shall comply with NSF/ANSI Standard 61 Annex F and G and maintain compliance with AWWA standards.
· Proposing Vendor to describe what components of the meter, register, and transmitter can fail and be replaced in the field; include if any equipment is recommended to be kept in inventory to support repair/replacement needs.
Communication
· All water meters shall be able to communicate directly to an AMI collector.
· Proposed Vendor shall describe how communication issues between the transmitter and the collector are identified and resolved.
· Proposed Vendor shall describe process of verifying meter is reporting on network.

Include all ongoing annual costs related to the system maintenance, software, and customer portal. If an integrated package is available that would include data towers and cellular service, list integrated pricing as well as pricing for full cellular option.
· Provide propagation study and assume responsibility for delivering network design based on the quantity of collectors, repeaters, or other network equipment to achieve maximum coverage of ACSA’s water customers. Study should provide information to strategically place collectors in the most cost-efficient manner.
