DTRA STATEMENT OF WORK (SOW)

FOR

INTEGRATED DATA ANNOTATION RECORDING AND MAPPING SYSTEM

(IDARMS) TRAINING

1.0. BACKGROUND.

1.1. The Defense Threat Reduction Agency (DTRA) must have trained inspectors, escorts, observers and monitors to accomplish missions supporting existing arms control treaties and agreements. The Open Skies Division (OSO), On-Site Inspection Department, On-Site Inspection and Building Capacity Directorate of DTRA, conducts international observation flights over member nation parties to the Treaty. The Integrated Data Annotation Recording and Mapping System (IDARMS) is owned exclusively by Northrop Grumman who retains all proprietary data.

IDARMS is an operator-driven, computer-assisted sensor suite used to ensure imagery gathered by the U.S. Open Skies observation aircraft is treaty compliant. Therefore, OSO requires interpreter sensor operator (ISO) training on IDARMS to ensure proper use of the system during treaty activities.

1.2. The sensor maintenance technician (SMT) is a crucial member of the Open Skies mission crew, and has much knowledge and experience to offer in classroom discussions related to effective trouble-shooting procedures for the IDARMS sensor suite. Therefore, it is desirable that one or two SMTs be included in student enrollment for each class, if possible. However, the final make-up of each class enrollment will be left to the discretion of the IDARMS Program Manager (OSO).

1.3. The OSO shall designate an experienced ISO from within to act as an Observer during each IDARMS class presentation.

2.0. SCOPE.

2.1. The Contractor shall provide all facilities, services, equipment and material required to develop and conduct an IDARMS training event.

2.2. The Contractor shall prepare and update classroom instruction and educational activities focusing on developing the student’s theoretical knowledge and practical use of the IDARMS system in order to successfully operate IDARMS according to official checklist procedures.

2.3. The Contractor shall ensure an appropriate balance of instruction.

The IDARMS ISO is primarily concerned with operating the system to capture quality aerial imagery. Discussion of those technical aspects of system performance (SMT issues) which do not directly impact imagery quality and/or checklist accuracy shall not detract from the primary

(IDARMS) TRAINING

instructional focus of this course. Time will be spent on the theoretical and practical aspects of IDARMS system operations as well as ISO work-flow with ancillary control systems such as Digital Camera Control Panel (DCCP), Master Sensor Enable Switch, Camera Bay Temperature Controls, etc.

2.4. This course, while critical in skill development, shall be designed to be a solid introduction to, and sufficient background for successful IDARMS operations. It shall not be used as a substitute for on-the-job training students will encounter during operational missions.

3.0. APPLICABLE DOCUMENTS.

3.1. T.O. 1C-135(O) B-43-1-1CL-3 - Interpreter Sensor Operator Abbreviated Mission Crew Checklist for USAF Series OC-135B Aircraft (The Boeing Company F34601-97-D-0025 and FA8105-07-D-0001).

3.2. DoD Directive 5230.25, November 6, 1984. Withholding of

unclassified technical data from public disclosure. Controls dissemination of the document containing technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C. 2751 et seq).

4.2. Standard Course Maintenance. Post-review of each course

presentation will identify standard course maintenance actions and will occur through the following processes:

a. Contractors’ notes taken during the presentation (to include written updates identified and provided by the Observer, as well as the students’ oral suggestions of step/action process changes, typos, new acronyms, etc.) will be used as base data for content updates prior to the next IDARMS class presentation. A copy of the Contractors’ notes shall be provided to the Observer, or senior class member, upon conclusion of the class. [CDRL A007]

b. Students’ written comments/suggestions provided on course evaluation forms, and deemed as reasonable standard course maintenance changes qualify as standard course maintenance actions to be completed prior to the next IDARMS class presentation.

c. Minor changes and updates will be agreed upon for inclusion into the next scheduled IDARMS class presentation. The COR shall send requested updates to the contractor via electronic mail (email) when they are received from OSO. The Contractor will use the COR’s email request to input agreed upon edits to course materials and to prepare the Update Location Listing (ULL) that will be sent to the COR

(IDARMS) TRAINING

with the updated course materials 8 weeks prior to the subsequent IDARMS class.

d. The Contractor shall send the revised ULL to the COR (who will forward the ULL and the updated course materials to OSO). The ULL will identify the location in which the agreed upon changes will be located in the course materials for the next class. The revised ULL and updated course materials will be sent to the COR (and forwarded to OSO) for review within 8 weeks of the next IDARMS presentation.

Standard course maintenance will be confirmed as completed 3 weeks prior to the next class. Any missing agreed upon updates that were not incorporated in time to meet the reproduction schedule will be identified and the ULL will be used by the subsequent designated Observer to reference during the next course presentation and to confirm that unprinted course updates were completed through distribution of replacement handouts to supplement course materials with the missing updates. [CDRL A008]

4.3. Major Course Revision. If the Government requests major course content changes from the Contractor beyond standard course maintenance (i.e., new module content needs to be created, new test mechanisms or practical exercises need to be created) a contract modification may be prepared by the Government describing the requested new products and a cost proposal will be solicited from the Contractor.

4.4. The Contractor shall provide facilities, labor, and materials for each IDARMS training event.

4.4.1. The Contractor shall provide a classroom/hands-on training area to comfortably accommodate a maximum of 8 students per class and 1 OSO designated Observer. The facility shall provide adequate restroom facilities and three reserved parking spaces within five minutes walking distance from the training site. It is preferred that eating establishments be located within a five mile radius of the training site.

4.4.2. The Contractor shall direct each block of instruction in accordance with its Program of Instruction (POI) which will list the course objective, each module of instruction, and the lesson objectives associated with each of those modules of instruction. Practical exercises (PE) will also be included with the associated lesson objectives for each PE. A hard copy or electronic file of the POI, and each PE lesson plan, will be provided to the COR and to OSO for review and possible feedback at least 8
