1. Introduction/Purpose Under the authority of Title I, Sec. 101 of the Homeland Security Act of 2002 as amended, the Department of Homeland Security (DHS) was established to prevent terrorist attacks within the United States. DHS’s purpose is to reduce the vulnerability of the United States to terrorism, and to minimize the damage and assist in the recovery from terrorist attacks that do occur within the United States. In order to accomplish this mission, acquisition materiel programs are necessary. In accordance with Department of Homeland Security (DHS) Management Directive 102-01, program lifecycle cost estimates (PLCCE) are required to support key acquisition program milestones. In addition, DHS Undersecretary for Management requires all DHS Major Acquisition Oversight List (MAOL) programs to submit annual updates to their PLCCE to support the DHS Resource Allocations Decision (RAD) process. The ACEIT suite is an industry standard and government-wide accepted tool to support acquisition program PLCCE development. The tool provides unique and tailored capabilities which streamline the effort required to build and sustain PLCCEs. In order to receive annual program technical support annual software DMS renewals are required. The option to pursue self-paced basic and advanced model training annually is also key to maintaining a workforce that is able to best utilize the capabilities ACEIT .
