BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE: These Hoist Hook assemblies are part of the installed dual point davit system which is a critical control system for the small boat recovery system and must operate within machinery parameters ensuring the assets longevity for the WMSL-418 class cutters. Breakdown of this system or its components will lead to personnel risks, major damage or unsafe operation of the cutter. The CG does not possess technical design data, tolerances, and other information needed to evaluate alternate parts for other sources.
UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED: The Coast Guard did not purchase the manufacturer's proprietary data rights, and therefore, cannot determine with certainty that an alternative part number would mount to, interface with, or operate effectively with this cutter's Dual Point Davit Assemble. Failure of an alternative part, not conforming to the OEM's specifications, will cause significant damage or unsafe conditions.
REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES: As cited in the Federal Logistics Information Service Program, Allied Marine Systems is the original equipment manufacturer. In accordance with Commandant Instruction 4130.6B COAST GUARD CONFIGURATION MANAGEMENT MANUAL, it is very important to maintain configuration. Performing maintenance and making repairs that are consistent to each requirement enables the Coast Guard to maintain configuration, increase efficiency and reduce costs. The fundamental purpose of configuration management is to ensure that these assets meet their requirements. These cutters are assets that are used to satisfy a need for the Coast Guard’s mission. The configuration of these high value assets specifically impact safety, security, performance, schedule, cost and the environment. This configuration information is paramount to making timely and effective decisions regarding mission execution, mission support, and financial stewardship, and it is therefore imperative that consistency be maintained between these critical assets, their documented configuration and the driving requirements.
EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE: n accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements (2) When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. (4) When the agency head has determined in accordance with the agency’s standardization program that only specified makes and models of technical equipment and parts will satisfy the agency’s needs for additional units or replacement items, and only one source is available. See Commandant Instruction 4130.6B COAST GUARD CONFIGURATION MANAGEMENT MANUAL. This item is a proprietary commercial item of the proposed contractor. The overhaul requirements, specifications and other technical data to this item were never purchased by the U.S. Coast Guard and therefore are controlled by and remain the sole property of Allied Marine Systems.
