About this file

This is a Procurement Exemption Notice issued by Pierce County Planning and Public Works Department in Washington State for the direct purchase of ABEL pumps and replacement parts from PumpTech Northwest under a sole source procurement exemption. Pierce County utilizes ABEL pumps throughout its pump station collection system for wastewater management and requires replacement pumps and parts with matching specifications. The procurement exemption will remain in effect for 24 months. The County has determined that only ABEL-manufactured pumps and parts meet the required specifications for compatibility with existing equipment and that no aftermarket or non-OEM alternatives are suitable replacements. Entities wishing to protest this exemption must demonstrate authorization by the original equipment manufacturer to sell pumps, parts, and replacement components for sewer or wastewater systems.

The maximum estimated cost for purchases under this exemption is $300,000. PumpTech Northwest has been identified as the sole authorized distributor for ABEL products in the municipal market in Washington State, supported by a sole source letter from ABEL. Capability statements from entities believing they can meet the identified requirements must be submitted through the OpenGov platform before the submission deadline. Questions and protests should be directed to Andrew Robson at Pierce County Finance Department via the OpenGov platform, by phone at (253) 798-7456, or by email at andrew.robson@piercecountywa.gov.

PIERCE COUNTY

2026-PE-196

Procurement Exemption Notice

The Pierce County Planning and Public Works Department intends to purchase replacement ABEL pumps and parts from PumpTech Northwest via a sole source procurement exemption. The exemption will be in place for 24 months, and the maximum estimated cost of the purchases is $300,000.

Pierce County uses ABEL pumps in its pump station collection system throughout the County, and replacement pumps and parts must be of matching specifications. The County has determined that only pumps and parts manufactured by ABEL are compatible to replace the existing pumps and components and that no aftermarket or non-OEM pumps or parts meet the required specifications to be compatible.

Due to the considerations identified above, entities who wish to submit a protest must describe how they meet the following minimum requirements:

1. Authorization by the OEM to sell pumps, parts, and other replacement components manufactured by Cornell for sewer or wastewater systems.

As the sole authorized distributor for the municipal market in Washington, Pumptech Northwest is the only entity capable of providing the necessary replacement parts. A sole source letter provided by ABEL is attached for reference.

Protests must be submitted via the OpenGov platform. For questions, please submit them in the OpenGov platform or contact:
