STATEMENT OF WORK

MARINE OPERATIONS CENTER – PACIFIC

DIESEL FUEL SERVICES IN KODIAK, AK

1. SCOPE

Marine Operations Center – Pacific (MOC-P) has 3 ships that have reliably repeatable missions in the Gulf of Alaska and Bering Sea each year. These ships are Rainier, Fairweather, and Oscar Dyson. This statement of work is for a contract for NOAA ships to use commercial fueling vendors in Kodiak, AK. NOAA ships other than the 3 previously mentioned may utilize this statement of need, however ship schedules beyond FY2016 are not yet set.

2. APPLICABLE STANDARDS

All fueling must be done in accordance with applicable state and federal rules.

3. REQUIREMENTS

Contractor shall provide fuel, transient moorage, and oil containment boom as specified herein. A minimum of 15,000 estimated gallons of fuel must be ordered by NOAA to utilize this contract.

4. DESCRIPTION OF WORK

Contractor shall provide the following:

4.1 Diesel fuel, sulfur content no greater than 1000 ppm, “low” sulfur content (500 ppm) or “ultra low” sulfur content (15 ppm) as directed by the ship at the time of fueling. This distinction is to allow ships to purchase whichever sulfur content fuel is needed based on future operating areas (i.e. California does not allow anything but “ultra low” sulfur to be used in CA waters.)

4.2 Fuel shall be delivered by pipeline.

4.3 The contractor's facility shall allow for safe ingress and egress of NOAA vessels. This includes meeting the following criteria:

4.3.1 No less than 300 foot charted width and 25 foot charted depth (at mean lower low water) on any approach channel to and exit from their facility.

4.3.2 A 25 foot minimum charted depth at the fuel pier at mean lower low water.

4.4 A minimum of 2 line handlers for arrivals and departures.

4.5 Dockside moorage for the duration of the fueling.

4.6 The contractor's pier should be able to accommodate a gangway from each ship while moored, and allow for personnel to embark/disembark the ship and enter/exit the fueling facility.

4.7 In advance of each fueling event the contractor shall coordinate details and finalize fueling and moorage arrangements. Primary contact on the ships is usually the Executive Officer or Operations Officer. The ship’s crew or Marine Operations staff will make the initial contact to coordinate each fueling event.

4.8 The vendor shall provide full encapsulation of the vessel with an oil containment boom for the duration of the fueling evolution.

4.8.1 This includes staging the boom, transport to the fueling pier, placement around the vessel, any necessary adjustments while fueling, removing the boom, and de-staging/cleaning afterwards.

4.8.2 Booming shall be done by the fueling contractor’s personnel using their equipment (e.g. boom boat, boom, anchors & floats if necessary).

The following is a list of the specifications of the likely vessels that will require fuel in FY 16. The specifications for other NOAA vessels that may require fueling at the contractor’s facility can be found at: http://www.moc.noaa.gov/index.html. The contractor shall be able to provide facilities that NOAA vessels can safely ingress, receive fuel, moor, and egress from.

5. Schedule

At this time the only detailed ship schedules are for FY 2016. OMAO procedures do not project approximate dates and locations of port calls for FY 2017 and beyond. However it is expected that ships beyond those specified in section 4 may utilize this statement of need if they have port calls in Kodiak, AK.

For FY 2016, anticipated ships requesting fuel in Kodiak are:
