1. Will NOAA consider extending the timeframe for delivery beyond April 2017?
a. No, data must be received by April 30, 2017. NOAA requires at least three months of RO data evaluation time following receipt of data and additional time to document results in the time frame set forth in NOAA’s March 2016 Commercial Weather Data Pilot Program Report to Congress.
2. In Section IV, Deliverables, NOAA states that it seeks three to six months of consecutive data from the time period October 2016 through April 2017. This is a seven month period, so should the quotes include pricing for seven months?
a. No, quotes shall provide pricing using Attachment 4: Price/Availability Matrix. Quoters can offer three, four, five, and/or six months of consecutive data from any period of time between October 2016 and April 2017 as long as it can be delivered no later than April 30, 2017. NOAA is not seeking seven months of data so quoters do not need to provide data for the entire time period.
3. Attachment 3: Technical Summary Matrix is missing March 2017 under “Neural atmospheric occulations per day”.
a. The matrix has been revised. Quotes shall use the revised matrix included in this amendment.

Attachment 3 Technical Summary Matrix (Revised)
Quoters shall include a completed copy of this matrix in the Technical Volume. The matrix is excluded from the page count. Offerors are advised that the matrix will be used in evaluating the overall quality of data; any specifications not also included in the Statement of Need are not required, but may support a higher technical rating.
