About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the AACE Engineering Support II Contract, awarded by the United States Air Force Materiel Command. The contract will be awarded to Peraton as a sole source acquisition for engineering support services for the AACE system, with a performance period from 1 August 2025 to 31 January 2031, including one base year and four one-year options. The total estimated contract value falls between $750K and $15M.
The contract requires comprehensive engineering support, including telephone technical support, on-site maintenance, configuration control, technical documentation updates, IUID marking, and system sustainment. Market research involving six companies found that only Peraton met all critical and essential capabilities for the AACE system. The justification highlights Peraton's unique qualifications, including specialized lab equipment, Government Furnished Equipment, and extensive historical knowledge of the AACE system's evolution through various corporate mergers. The contract will utilize Weapon System Sustainment (WSS) 3400 funds and is structured with multiple Contract Line Item Numbers (CLINs) for different support functions.

VI. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer anticipates the cost for this effort will be considered fair and reasonable. The Contracting Officer will evaluate the contractor's price and cost proposal in accordance with FAR 15.404-1, proposal analysis techniques, to determine price reasonableness, and completeness. During negotiations, the government will establish its objectives based on historical data, current contract price data and program office estimates.
The Contracting Officer will determine the costs based on, but not limited to the following:
the Defense Cost Audit Agency reports, the Defense Contract Management Agency recommendations, technical evaluations and history. The program office IGCE will be used for comparison and evaluation against the contractor's proposal, and certified cost or pricing data will be required.
VII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research for this effort was conducted with assistance from the Contracting Officer and the Contract
Specialist. The team consisted of program managers and engineers responsible for overall sustainment of the AACE system. This team provided a strong cross section of knowledge and experience regarding the skills, knowledge and expertise necessary to perform sustainment activities on the AACE system.
The following is a list of market research techniques used to arrive at the research findings:
• Sources Sought Synopsis posted in FBO on SAM.gov
• Respondent capability review and comparison with contract requirements
• Respondent familiarity/experience with similar contracts
Ten specific operational and technical capabilities specifically required to successfully accomplish the tasks related to this contract were identified within the SSS. For purposes of initial comparison, capabilities identified as critical were weighted higher than the capabilities identified as essential. Without regard to priority or weight, the AACE specific capability factors used are identified below. Specifically, did the respondent demonstrate:
1. Technical capabilities, experience and expertise in maintaining system documentation and providing engineering drawings, written documentation to update technical orders and training material due to discrepancies, design change, hardware replacements or hardware technology refreshes. (Critical)
2. Technical capabilities, experience and expertise in participating and providing documentation, such as briefing slides or support documentation for PIWGs and SMRs in support of the AACE system. (Essential)
3. Technical capabilities, experience and expertise in providing telephonic technical support for Line Replaceable Unit's (LRU's), components (i.e. consumable items; surge arrestors, filters), field maintenance repair guidance, troubleshooting, operations, maintenance and sustainment in support of the AACE system. (Critical)
4. Technical capabilities, experience and expertise in providing on-site technical support for LRU's, system troubleshooting and maintenance in support of the AACE system.
