The project (Project Number 0058-301-272, C501; Contract ID C0000119191C01; FHWA Number STP-5301-006) involves comprehensive roadway and traffic signal improvements including storm sewer installation, site excavation, asphalt concrete placement, signage, pavement markings, landscaping, and intelligent transportation system equipment. Bidders were required to submit electronic bids through Bidx by 10:00 AM on Wednesday, July 22, 2026. The project completion date is November 5, 2027. VDOT will award the contract to the lowest responsive and responsible bidder, with the award date not later than midnight on the 60th day after bid opening. Questions must be submitted through CABB (Contractors Advertisement Bulletin Board) at https://cabb.virginiadot.org/, and prequalification is required to bid.
The proposal encompasses over 150 line items with quantities ranging from individual units to thousands of units, including regular excavation (4,077 cubic yards), borrow excavation (3,301 cubic yards), asphalt concrete placement (2,436 tons across multiple types), storm sewer pipe installation (780 linear feet), and traffic signal equipment installation. A bid bond equal to five percent of the bid value is required as proposal guaranty. The contract is subject to Davis-Bacon prevailing wage requirements, with minimum wage rates ranging from $11.99 per hour for flaggers to $26.68 per hour for crane operators, effective May 18, 2026. Fuel price adjustment, steel price adjustment, and asphalt price adjustment provisions are available as optional adjustments if the contractor elects them. The project is federally funded under the Surface Transportation Block Grant Program and is subject to FHWA-1273 required contract provisions, Equal Employment Opportunity requirements, DBE program compliance under 49 CFR Part 26, and extensive traffic control, safety, and quality assurance specifications. Contractors must provide detailed subcontractor/supplier information and maintain records documenting minority and women employment throughout the project duration.
