Summary of Bid Proposal and Contract

This is a Bid Proposal and Contract document from the Commonwealth of Virginia Department of Transportation (VDOT) for a SMART Scale Shared Use Path project in James City County within the Hampton Roads District. The project involves construction of a shared use path along Route 612 (FHWA Number STP-5B03-(662)) extending from Mile Marker 3.37 at Lane Place Drive to Mile Marker 2.78 at Charing Cross. The project encompasses numerous construction items including clearing and grubbing (0.300 acres), storm sewer pipe installation (65 linear feet total), drop inlets and manholes, regular and siltation control excavation (2,555 cubic yards combined), geotextile materials, aggregate base materials (1,226 tons), asphalt concrete (839 tons), steel sheet piles (12,488 square feet), concrete work, reinforced steel, railing and guardrail installation and removal, curb and gutter work, sidewalk construction, and various site restoration and modification items. Electronic bids were due on July 22, 2026 at 10:00 AM through the Bidx platform, with a project completion date of May 5, 2028. Prequalification is required for bidding.

Bidders must submit a five percent bid bond as a proposal guaranty and are required to complete a Subcontractor/Supplier Solicitation and Utilization Form (C-48) certifying all subcontractors and suppliers solicited for the project. All bid items require unit pricing with approximate quantities provided; strict compliance with all proposal provisions is mandatory. Joint venture proposals must identify all parties and describe the responsibility and maximum capacity pledge of each firm. Successful bidders must execute a contract with necessary surety bonding and commence work according to project specifications. Questions regarding the project must be submitted to VDOT through the Contractors Advertisement Bulletin Board (CABB) at https://cabb.virginiadot.org/. The contract is federally funded through the STP (Surface Transportation Program) funding source.
