About this file
This is a Determination that Only One Source is Reasonably Available memorandum for a FAR Part 12 acquisition under the Simplified Acquisition Threshold (SAT).
The Product Manager Light Armored Vehicle (PMLAV) requires twelve IntelliPower ISR 301 BB36C-B1B2B100 rugged uninterruptible power supplies (UPSs) to support Virtual Instrument Portable Equipment Repair/Tester (VIPER/T) systems and calibration equipment deployed with the Saudi Arabian National Guard. The UPSs must deliver 3,000 watts (3 kVA) of continuous output in a 2U rack-mounted form factor, accommodate 208–220 VAC shore power at 400 Hz with input range of 108–264 VAC at 47–440 Hz, and include the MS3452L20-19P connector for direct connection to the Tesla power supply without modification. The units must provide 20–30 minutes of backup battery power following power interruptions to allow proper system shutdown and data preservation. The determination justifies a single-source procurement under FAR 12.102(a) based on "Other Reasons" within the "Only One Responsible Source" category, establishing that although numerous commercial UPS manufacturers exist, only the IntelliPower model meets all mandatory technical requirements without modification. Alternative products from SynQor, Nova Electric, and PowergridM/AJ fail to meet power output, form factor, frequency/voltage specifications, or connector requirements. The document was certified by Richard Foyt (Technical/Requirements) on 06 August 2026 and by Contracting Officer Jonathan Sanchez on 8 June 2026.

Determination that Only One Source is Reasonably Available (Including Brand Name) – FAR Part 12 Acquisitions under the SAT

MEMORANDUM TO THE FILE
Subj: DETERMINATION THAT ONLY ONE SOURCE IS REASONABLY
AVAILABLE FOR A FAR PART 12 ACQUISITION COMMERICAL PRODUCTS AND
COMMERCIAL SERVICES
I. BACKGROUND:
1. As required by FAR 12.102(a) this memorandum documents the determination that, for this acquisition valued at or below the Simplified Acquisition Threshold (SAT), only one source is reasonably available. This memorandum further outlines the basis supporting that determination.
II. DESCRIPTION OF ITEM OR SERVICE:
Product Manager Light Armored Vehicle (PMLAV) requires twelve rugged uninterruptible power supplies (UPSs) to provide clean, uninterrupted power for the
Virtual Instrument Portable Equipment Repair/Tester (VIPER/T) systems and their associated calibration equipment supporting the Saudi Arabian National Guard. The
UPSs must protect against unstable shore power and frequent brownouts in Saudi Arabia while providing backup battery power to prevent interruptions during calibration and testing. The units must also accept the voltage and frequency variations present in the operating environment to ensure accurate calibration, protect sensitive test equipment, and maintain operational readiness of the VIPER/T systems.
III. THE DETERMINATION FOR USE OF OTHER THAN FULL AND OPEN
COMPETITION IS BASED ON THE FOLLOWING (select all that apply):
A. _X_ ONLY ONE RESPONSIBLE SOURCE (select all that apply):
1. ___ RESTRICTIVE RIGHTS. The source has established proprietary rights, limited rights in data, patent rights, copyrights or secret processes in the item or service required.
2. ___ EXCLUSIVE LICENSING AGREEMENTS. The item or service is only available from the Original Equipment Manufacturer (OEM), or there is only one authorized distributor or technical representative for the OEM.
3. _X_ OTHER REASONS.
Although numerous commercial manufacturers produce UPSs, only the
IntelliPower ISR 301 BB36C-B1B2B100 satisfies all of the Government's minimum technical requirements without modification. The required UPS must provide 3,000 watts (3 kVA) of continuous output in a 2U rack-mounted form factor, as the calibration racks currently deployed with the VIPER/T systems in

Saudi Arabia have space for only a 2U unit. Larger 3U or 4U alternatives cannot be physically installed. The UPS must also accept 208–220 VAC shore power at
400 Hz while operating across a wide input range of 108–264 VAC and 47–440
Hz, matching the electrical infrastructure in Saudi Arabia. Commercial alternatives fail to meet one or more of these mandatory requirements. For example, the SynQor UPS-3000 does not provide the required 3,000 watts of continuous output, the Nova Electric Galaxy requires a larger form factor to achieve the required power output, and the PowergridM/AJ PG3000 limits 400 Hz operation to 115 VAC inputs and provides only 2,400 watts of continuous power.
Additionally, the IntelliPower unit is the only commercially available solution that includes the required MS3452L20-19P connector as a standard feature, allowing direct connection to the Tesla power supply used with the VIPER/T without modification. Because of operational timelines and the immediate need to restore calibration capability, a commercially available, non-developmental item is required.
The required capabilities are mission essential. The UPS must sustain the
VIPER/T and associated calibration equipment for approximately 20–30 minutes following a power interruption, allowing operators to properly shut down the systems and preserve calibration and diagnostic data. Saudi Arabia experiences frequent power fluctuations and brownouts that have increased VIPER/T failures and prevented accurate calibration by introducing electrical noise into sensitive test equipment. Damage to either the VIPER/T or calibration equipment would require shipment to the United States for repair, resulting in significant downtime due to transportation, customs delays, and the absence of in-country repair capability. During this period, calibration and diagnostic support for the Saudi
Arabian National Guard's LAV fleet would be unavailable. Since General
Dynamics Land Systems–Canada ended its in-country LAV maintenance support on 31 December 2025, PMLAV FMS and its contractors are solely responsible for maintaining the VIPER/T capability. Accordingly, only the IntelliPower ISR
301 BB36C-B1B2B100 can satisfy the Government's minimum requirements while ensuring uninterrupted mission support.
B. __ BRAND NAME
Item required must be a brand name, product, or feature of a product, particular to one manufacturer.
C. __URGENT AND COMPELLING. The supplies or services are of such unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals. Urgent requirements are supplies or services that will result in a work stoppage, or are mission critical and the routine processing time would result in injury to the Government. The determination that the procurement for the above item/service is an urgent and compelling requirement is based on the following:
