About this file

This is a Memorandum to the File documenting a determination that only one source is reasonably available for a FAR Part 12 acquisition valued at or below the Simplified Acquisition Threshold (SAT). The acquisition is for a Keysight PNA Network Analyzer (Model N5225B) and ECal Module (Model N4693D), which are high-performance electronic test and measurement instruments designed to analyze network characteristics of RF and microwave components. The system includes integrated proprietary software enabling precise measurement, calibration, and analysis of signals across a wide frequency range and consists of specialized hardware and software for advanced vector network analysis.

The determination to proceed with other than full and open competition is based on the BRAND NAME justification. Keysight Technologies is identified as the sole source capable of providing the requested supplies, as the PNA Analyzer is a proprietary product owned exclusively by Keysight. A letter from Keysight Technologies Inc. dated July 17, 2026, confirmed the company as the sole source Original Equipment Manufacturer (OEM) for products, services, and replacement parts. The memorandum has been certified by Kyle Williams (Technical/Requirements Certification, dated July 24, 2026) and Jason Alexander (Contracting Officer Certification, dated July 27, 2026). The document is marked as CUI//SP-PROCURE//DL ONLY with limited dissemination to MCFCS Personnel, LB Personnel, Procurement Team Personnel, and individuals designated by the Contracting Officer.
