About this file

This is a Justification and Approval (J&A) document for the use of other than full and open competition in a sole source procurement.

The Marine Corps Logistics Command (MARCORLOGCOM) at MCLB Albany, Georgia is awarding a sole source contract to Phillips Corporation, Federal Division (UEI: YFJ5M3N6EKY8) for Total Performance Assurance and preventive maintenance services supporting industrial machines at Marine Depot Maintenance Command (MDMC), Production Plant Barstow, Yermo, California. The contract covers annual performance assurance services for thirteen government-owned industrial machines, including Haas CNC machines (2 units), LVD/Strippit punch press, Cincinnati PROFORM, Fadal machines (2 units), Trumpf machines (2 units), Hyundai-Kia machine, OMAX waterjet machines (2 units), and a Hardinge QC-lathe. Services include OEM-recommended major maintenance checks, machine condition assessments, functional checks, calibration/geometry/vibration/drawbar testing, maintenance components, service reports, and recommendations for reactive service or spare parts. The contract structure includes a base year (FY 27, $176,550.00) plus four option years (FY 28-31, totaling $918,525.00 for all periods combined), funded by Navy Working Capital Funds. The sole source justification is based on Phillips Federal's exclusive authority from Haas and OMAX manufacturers to provide federal sales, factory-certified service, maintenance agreements, OEM parts, and warranty-supported repairs. Market research yielded no findings for alternative sources. The Contracting Officer (Jason Alexander) approved the J&A on September 9, 2026, under the authority of 41 U.S.C. 1901(a)(2), Simplified Acquisition Procedures.

Command (MDMC), Production Plant Barstow (PPB), Yermo Annex, Yermo, California. The requirement includes OEM-recommended major maintenance checks, machine condition assessments, applicable functional checks, applicable calibration/geometry/ball bar/vibration/drawbar testing, maintenance components where included, service reports, and recommendations for reactive service or spare parts.

Required Source: Phillips Corporation, Federal Division / Phillips Federal, 7390 Coca Cola

The requirement is intended to reduce unscheduled downtime, improve machine availability, support production quality, and preserve mission capability.

The requirement is anticipated to include a base year and four option years. Scheduling of annual

4. Statutory Authority Permitting Other Than Full and Open Competition.

41 U.S.C. 1901(a)(2), Simplified Acquisition Procedures.

5. Rationale Justifying Use of Cited Statutory Authority.

The Government requires one integrated Performance Assurance program for all equipment, with one contractor responsible for scheduling, OEM-recommended maintenance, certified technicians, reporting, spare-parts recommendations, and continuity through all performance periods. Phillips Federal is the only identified source capable of supporting the complete equipment list. Haas and OMAX documentation confirms Phillips Federal’s exclusive authority to provide federal sales, factory-certified service, maintenance agreements, OEM parts, and warranty-supported repairs for the included Haas and OMAX machines.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

Market research was conducted through the mandatory sources of supplies and services which resulted in no findings. A letter was provided by Haas and OMAX confirming Phillips Federal’s exclusive authority to provide federal sales, factory-certified service, maintenance agreements, OEM parts, and warranty-supported repairs for the included Haas and OMAX machines.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

For the reasons set forth in Paragraph 5, MARCORLOGCOM has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, MARCORLOGCOM will assess whether competition for future requirements is feasible.
