“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.

1. This is a total small business set aside. Only businesses which are currently considered small businesses under

NAICS code 511210 are eligible for award.

2. No additional terms or conditions will be accepted. Proposing additional terms or conditions may render the offer’s quote unacceptable, eliminating it from the competition on grounds that it failed to comply with the RFQ’s instructions.

3. The Government reserves the right to cancel this Request For Quote for any reason at any time.

4. Past performance will be reviewed as part of a responsibility determination but, will not impact the technical evaluation. If overall past performance is found to be unacceptable, the Offeror's quotation may be excluded from further evaluation. However, a prospective contractor shall not be determined responsible or non-responsible solely on the basis of a lack of relevant performance history.

5. Each offer’s quote (Volume 1 and 2) must be submitted in one (1) email no larger than 5MB.

Section M - Evaluation Factors for Award

EVALUATION CRITERIA

Evaluation Criteria:

Award will be mad based on Lowest Price Technically Acceptable (LPTA) evaluation criteria.

Evaluation Procedures for LPTA:

Offeror’s quotes will be evaluated using LPTA evaluation criteria. Offeror’s quotes will be ranked from lowest price to highest price. The lowest priced quote will be evaluated first. The offeror with the lowest priced quote which is rated technically acceptable for each technical evaluation factor will be the awardee. Once the awardee is identified, no additional quotes will be evaluated. The following evaluation factors will be used to determine contract award:

Factor 1 – Price: The offeror’s price quote will be evaluated to determine if it is complete and reasonable. For a price to be complete, all solicitation requirements must be correctly priced and presented within the offerors quote. Price reasonableness is established through one or more of the techniques described in FAR Part 15.404-1.

Factor 2 – Technical: An offeror must receive an “Acceptable” rating for each technical factor in order to be considered for award. The technical rating methodology is as follows:
