All locations are accessible by the public and available to access independently without governmental staff being present. All areas vary in current vegetation development, condition, and densities. Questions arising for guidance to view treatment locations that require further details beyond what is included in this scope of work will require to be submitted in writing to the contracting office.

Treatment Areas

The treatment areas are all located on the northern center of Beaver Island; which is located in Navigation Pool 14 near Clinton, IA; spanning from river mile 516 to 514. In total, there is approximately 120 acres included in all 3 treatment areas that will have different thinning treatments and various planting efforts conducted. This includes the treatment areas of Stand F, Stand G, and Stand M of Beaver Island.

General Area Description

The treatment areas are all located on US Army Corps of Engineers (USACE) fee title lands of the Mississippi River Project in Navigation Pool 14. These sites are included in the General Plan Lands and is managed by the U.S. Fish and Wildlife Service (FWS). The main interior lakes and back water sloughs of Beaver Island are currently under dredging efforts by an active contract. Dredge and placement activities are likely to continue throughout the duration of this call order. Access through the central backwater areas of Beaver Island will require coordination and permission from USACE. All work areas are accessible from the northern edge of Beaver Island; this is the intended access point for all work efforts.

Treatment Area Work Execution Timeline

1.The contractor is to provide an acknowledgement from the nursery(ies) post award and have had provided that information no later than three weeks post award.

2.Marking efforts for the tree planting locations, shrub cluster center planting locations, and trees to be cut in Stand F may proceed post award and must be completed no later than 14 September 2020.

3.Marking efforts identifying crop trees and trees to be cut in Stand G may proceed post award and must be completed no later than 23 September 2020.

4.Marking efforts for trees to be cut in Stand M may proceed post award and must be completed no later than 23 November 2020.

5.The contractor is to confirm and provide documentation from the nursery(ies) that trees have grown to meet height requirements 3 weeks prior to the intended planting season identified below per treatment area or no later than 26 August 2021.

6.All tree cutting efforts for all three stands may proceed after completion of marking efforts after 01 October 2020 and must be completed no later than 31 March 2021 and prior to planting efforts per planting area per discretion of COR.

7.Containerized tree and shrub planting efforts may proceed after 07 October 2020 and must be completed by 10 November 2021 or be completed prior to frozen ground conditions.

Planting is to only occur outside of frozen ground conditions; ground must be fully thawed out for 10 days prior to planting efforts. Planting from 01 February 2021 to 18 March 2021 may only occur if tree and shrubs had been properly stored during frozen conditions, have maintained moist roots, and do not have swollen buds breaking and leafing out. Planting will not be allowed to occur from 18 March 2021 to 11 October 2021.

Treatment Area Work Exclusion Dates

Access to the treatment areas will remain open without restriction from the northern edge of Beaver Island from Beaver Slough. However, access from the inner lakes of Beaver Island are restricted from 15 October to the end of the Iowa Duck Season.

Requirements to be met for all Three Treatment Areas Concurrently

Phase 1 and Phase 2 will include the nursery(ies) order acknowledgement(s) and confirmation that quantities meet specifications prior to planting efforts. This will be completed for payment as separate line items per phased effort; not by treatment area.

Phase 1 – Tree and Shrub Order Acknowledgment from the Nursery(ies)

Trees and shrubs are to meet the specifications of required container pot size and to meet the minimum tree height listed in Table 1 at the time of planting. Trees and shrubs do not need to meet container pot size and height requirement at the time of holding the correct quantities for trees and shrubs at the nursery(ies) for this phase. However, communication with the nursery(ies) is expected to occur to ensure that tree and shrub species and quantities that are held for conducting planting efforts this fall will grow to meet the height specifications by the time of Phase 2. There is no maximum tree or shrub height limit, preference to the government is to obtain that tallest stock that is available per required container pot size. Seed source by county and state is also required with the documentation from the nursery(ies). All tree and shrub stock is to be from a wetland seed source. Line Item 0012 is to include costs required by tree nursery(ies) to hold trees and shrubs for delivery at the time of planting.

Phase 2 – Confirmation of Tree and Shrub Quantities per Specifications

Documentation is to be provided to the government assuring that all trees and shrubs that have been reserved meet the height requirements per containerized pot size listed in Table 1 and/or any approved substitutions that were made by the COR.

Requirements to be met per Treatment Area

Each treatment area will consist of three phases to complete work. Phase 1 will include the completion of all marking efforts. Phase 2 will include the completion of all tree cutting efforts.

Phase 3 will include the completion of all planting efforts.

Any effort requiring the fleeting of a barge to complete work will require only using approved areas of shoreline that have been designated by the government. Designation of fleeting zone(s) along the shoreline will be determined post award and incorporated into the slash removal plan for Stand M.

Any changes to the specifications of tree cutting efforts may be done by the discretion of the COR in the event of a discovery of a Bald Eagle nest or rookery nest that was/were not previously identified. Any changes will only include a shift of work within the extent of the treatment areas as measures of avoidance to any said discovery of nest(s) or a reduction in work at no reduction in pay to the contractor. At this time, there are no known nest that would require avoidance during cutting efforts.

Beaver Island – Stand F

Treatment Area

The treatment area is 13 acres in size. The stand has an average of 60 trees per acre and includes a mixture of diverse bottomland species. The understory is variable in density and for the most part is very open.

General Silvicultural Treatment Description

The objective of the planting efforts and thinning treatment is to increase species and structure diversity within the stand by only cutting enough trees as is necessary to achieve improved sunlight availability. Selection of where planted trees will be place will determine how many trees that are greater than 6 inches in diameter at breast height (dbh) that will need to be cut. To reduce the amount of larger diameter trees that need to be cut from the canopy to create adequate sized canopy gaps for planted trees to establish within said gap, selection of planting locations will take priority to first select planting locations that will utilize existing canopy gaps. After canopy trees have been selected to meet the spacing requirements of the planted trees, then selection of trees below the canopy that are under 6 inches dbh are to be selected for cutting.

The intent for cutting trees that are under 6 inches dbh are for two purposes: to allow for coppice of poorly developed trees and to reduce the amount of overall shading within the stand during the years of development of the planted trees, shrubs, and stump sprouts.

Phase 1 – Marking and GPS Locating Planting Locations, Marking Trees to Cut

There will be 48 containerized trees to plant evenly throughout the entire stand. Planted trees are to be spaced approximately 90 feet apart; trees can be spaced further than 90 feet apart as needed. Planting locations for trees are to be marked with a pin flag, stake, or other approved material. Tree planting locations must have a canopy opening that is at least 30 feet across from tree crown edge to tree crown edge. Existing canopy gaps occur within in this stand and are intended to be the utilized as much as possible for the selection of tree planting locations. Tree planting locations that require tree cutting are to be selected based on removing the least amount of trees from the canopy to create a gap that is at least 30 feet across at the narrowest point.

Canopy trees permitted to be cut only include species of silver maple, hackberry, American elm, and mulberry; any other tree species must have approval by the COR and/or QAR. The preference of the government is that selection of planting locations favors the cutting of canopy trees that have poor developed crowns, signs of significant defect, have a lean greater than 20 percent, have heart rot, and/or are hollow. All selected tree planting locations are to be provided to the government with a coordinate location that is recorded in the projection of NAD 83 UTM 15 North.

There will be 30 containerized shrub clusters of 10 shrubs per cluster planted evenly throughout the entire stand; or 300 shrubs total. Shrubs are to be spaced 3 feet apart from any planted shrub within the cluster. Shrubs are to form a clump and not be planted in a single linear row. Shrubs clusters are to include the same species or two species of shrubs per cluster. The center of the shrub cluster is to be planted no closer than 110 feet from any other planted shrub cluster center.

Shrub clusters may be planted further than 110 feet apart to maximize spatial evenness throughout the stand. Shrub clusters are to be planted in areas that are open and void of existing shrubs and trees. No planted shrub is to be within 10 feet from any existing tree greater than 6 inches dbh. Shrubs may be planted into the slash of cut down trees. The center of each shrub cluster planting location is to be provided to the government with a coordinate location that is recorded in the projection of NAD 83 UTM 15 North.

Trees are to be blazed clearly with tree marking paint that is to be visible from all sides or faces of said trees to identify clearly of the selection to be cut. Trees greater than 6 inch dbh will need to be marked for the creation of canopy gaps per tree planting considerations. These larger diameter trees will be selected for cutting first. There is to be no less than 15 and no more than 20 trees per acre (tpa) marked for cutting. Taking into consideration of the number of trees on any given acre that are to be cut to create a canopy gap, an additional number of trees are to be marked to thin out the stand to equate to the total targeted trees to be cut per acre. The additional trees to cut will include trees that are under 6 inches in diameter. These smaller diameter trees are to be first selected by the individuals that have a crooked main stem, a flatten crown, a broken out top, major defect, significant damage, and/or significant lean. Smaller diameter trees are then to be selected only by the species of silver maple, mulberry, cottonwood, willow, hackberry, and American elm. In total, no less than 200 trees and no more than 250 trees are to be marked to be cut in this stand.

Phase 2 - Free Thinning: Cutting all marked Trees for Gap creation and Coppice

Only after passing QA inspection of Phase 1 may any work in Phase 2 proceed. All trees that are marked to be cut are to be cut down. For the trees that are greater than 12 inch dbh, stump height is to be less than 3 feet above the ground from the high side of the stump. For all trees that are less than 12 inch dbh, the tree must be first cut down with a height of 1 to 2 feet above the ground from the high side of the stump. Once the tree has been cut down, a second and single, clean cut of the stump to a height of 2 to 3 inches above the ground from the high side of the stump is to be made. The second cut of the stump is to be done in a manor to ensure that the stump has no cracked fiber and the cambium is intact completely around the entirety of the stump to increase the viable potential of stump sprouting for coppice. There is to be NO herbicide application on any cut stump.

Phase 3 – Containerized Tree and Shrub Planting with GPS Locating

Planting efforts will follow all conditions specified below under the heading of “Containerized Tree Guidelines”. Specific tree and shrub quantities per species to be planted in this stand will be provided prior to planting efforts. Tree planting and shrub cluster center locations provided during Phase 1 are to be where individuals are to be planting. Tree species are to be randomly distributed across the planting area. Shrubs are to be planted randomly per cluster area by only planting the same species or two species of shrubs per planting cluster location.

Beaver Island – Stand G

The treatment area is 60 acres in size. The stand has an average of 160 trees per acre and portions include either a silver maple or a bottomland hard wood mix forest community type.

The understory is very open throughout the stand.

General Silvicultural Treatment Description

The objective of the planting efforts is to increase species diversity and distribution of evenness throughout the stand. Planting efforts will only occur into existing canopy gaps that occur throughout the entire stand; there is no need to create canopy gaps. The objective to the thinning treatment is to improve and enhance growing space for hard mast trees that exist in the stand and are under stress from lack of growing space and available sunlight. Cutting will be done only as necessary to achieve improved sunlight and growing space availability. Selection of crop trees will determine how many trees will need to be cut.

Phase 1 – Marking and GPS Locating Crop Trees, Marking Trees to Cut

There will be no less than 60 and no more than 100 crop trees located. The contractor is to locate all crop trees that occur within in the stand, not to exceed 100 total, that meet the following considerations: Crop trees include the species of swamp white oak, pin oak, bur oak, black walnut, northern pecan, shellbark hickory, bitternut hickory, Kentucky coffeetree, and any additional tree species determined by the COR as needed. Crop trees are to be less than 20 inch dbh. Crop trees are to have competition to reaching the canopy by non-crop tree species; to include limitations to receiving full sunlight to the top of the crop tree crown and limitations to available growing space for the crop tree’s upper limbs. All selected crop trees are to have two wraps of tree flagging around the main stem of the crop tree to identify as being selected as a crop tree for the release thinning effort. All selected crop trees positions are to be provided to the government with a coordinate location that is recorded in the projection of NAD 83 UTM 15 North.

Selection of trees to be cut for release of the located crop tree will NOT be required to have a coordinate position recorded. Only crop trees are to be located by GPS. Only tree species that are not hard mast species or Kentucky coffeetree may be cut to release a crop tree. There is no diameter or canopy position limit to determining what trees are required to be cut per crop tree.

All trees that have limbs that are within 15 feet of the lateral branches of the crop tree are to be marked for cutting down. Trees that are less than 20 feet tall will only be required to be cut if the main stem of said tree is 15 feet from the main stem of the crop tree. The amount of trees that will be required to cut down per crop tree varies greatly. Some crop trees may only need 1 or 2 trees marked for cutting. Other crop trees may need 7 or more trees marked for cutting. In total, an average of 4 trees will need to be marked per crop tree for estimating the amount of trees that would be required to be felled. Trees are to be blazed clearly with tree marking paint that is to be visible from all sides or faces of said trees to identify clearly the selection to be cut.

Phase 2 - Free Thinning: Cutting all marked Trees for Crop Tree Release

Only after passing QA inspection of Phase 1 may any work in Phase 2 proceed. All trees that are marked to be cut are to be cut down. For the trees that are greater than 12 inch dbh, stump height is to be less than 3 feet above the ground from the high side of the stump. For all trees that are less than 12 inch dbh and are not a species of mulberry, the tree must be first cut down from a height of 1 to 2 feet above the ground from the high side of the stump.

Phase 3 – Containerized Tree Planting with GPS Locating

Planting efforts will follow all conditions specified below under the heading of “Containerized Tree Guidelines”. Specific tree quantities per species to be planted in this stand will be provided prior to planting efforts. Tree planting is to only occur within existing canopy gaps; a total of 150 trees are to be planted. Tree canopy gaps for planting a tree must be at least 30 feet across from tree canopy edge to tree canopy edge. Trees planted must be at least 40 feet away from the main stem of any hard mast tree species. Planted trees are to be spaced at least 20 feet apart from any other planted tree. Planted trees are to be planted at least 15 feet from any understory tree or shrub that may occur within the canopy gap. Trees are to be planted to the maximum extent possible throughout the entire stand as possible per suitable planting locations per existing canopy gaps. Tree species are to be randomly distributed across the planting area.

Beaver Island – Stand M

The treatment area is 47 acres in size. The thinning treatment and slash removal will only include 41 acres of the higher elevation areas within the stand. The tree and shrub planting efforts will occur across the entire 47 acres of the stand. The stand has an average of 120 trees per acre and is comprised of a mixed silver maple forest community type. The understory is very open and sparse.

General Silvicultural Treatment Description The objective of the planting efforts and thinning treatment is to increase species and structure diversity within the stand by heavy tree removal to achieve improved sunlight availability. Two thirds of the trees will be cut for this thinning effort; which will create a large amount of slash.

To prepare the site for planting efforts, the majority of the slash will be required to be removed.

Planting efforts will be conducted evenly throughout the entire stand except for all trees and most shrubs that will be excluded from the 6 acres of lower elevation portions of the treatment area. Trees that under 12 inch dbh will be cut with the intent of coppice to reduce the amount of overall shading within the stand during the years of development of the planted trees, shrubs, and stump sprouts.

Phase 1 – Marking Trees to Cut

The target for this thinning effort is to retain 35 to 40 trees per acre (tpa). This will only include 41 acres of the treatment area; post award, USACE will provide a spatial layer and maps identifying the low elevation areas of the stand. The higher elevation areas will include the heavy tree cutting and slash removal.

First, selection of trees that will not be cut will be required; at all times, there must be no less than 35 and no more than 40 trees per acre that are retained and left in place. The retention of trees is to stay consistent throughout the entire 41 acres of cutting area. Trees that are greater than 12 inch dbh are to be selected first; these are to be the trees of best form and development in the canopy and midstory. Trees that are the best include all species, full crown development in all directions, without significant lean past 20 percent, healthy upper limbs, without major defect, and void of excessive epicormic branching. Second, trees that are under 12 inch dbh are to be selected to retain. These trees are also to be of the best form and development in the understory.

Saplings that are the best include all species except that of mulberry, straight main leader, void of having a flattened out crown, intact terminal leader, greater than 1 inch dbh, and void of significant die back. Third, if total selected best in form and development trees from the first and second selection process do not equate to 35 to 40 tpa, then selection of the next best trees will be done to achieve at least the minimum of 35 tpa to be retained on any given acre. Any variance to the ability to follow the three step selection process of trees to retain may be determined by the COR and/or QAR as needed. Trees selected for retention may be marked by tree flagging, chalk, or any other method approved by the COR.

After selection of trees to retain, all other trees greater than 1 inch dbh are to be marked for cutting. Trees are to be blazed clearly with tree marking paint that is to be visible from all sides or faces of said trees to identify clearly the selection to be cut. On average, there is expected to be approximately 40 tpa that are greater than 12 inch dbh to be marked and there are approximately 40 tpa that are less than 12 inch dbh to be marked per acre. There is some variance throughout the 41 acres that have less than 120 tpa and variance to amount of trees greater or less than 12 inch dbh. The provided averages is for base line expectation to total amount of effort to complete work. Measurement of accuracy will be conducted by creating random 1 acre areas that will be inspected during QA of the marking effort. Up to 20 percent of the treatment area will be inspected; or a total of 8, 1 acre areas. Failure to meet above 90 percent marking accuracy will require rework of the marking effort with no additional cost to the government. Items reviewed by QA efforts will include the correct selection of retained trees and correct marking of trees to be cut.

Phase 2 - Geometric Thinning: Cutting all marked Trees for Removal and Coppice

Only after passing QA inspection of Phase 1 may any work in Phase 2 proceed. All trees that are marked to be cut are to be cut down. For the trees that are greater than 12 inch dbh, stump height is to be less than 3 feet above the ground from the high side of the stump. For all trees that are less than 12 inch dbh, the tree must be first cut down from a height of 1 to 2 feet above the ground from the high side of the stump.

All slash that is greater than 6 inch in diameter at the big end of the stem is to be removed. Any or all of stems less than 6 inch in diameter may be removed by the contractor’s discretion.

Method of slash removal may include hauling away material as is, hauling away chipped material, or consumption per burning in a contained air curtain burner. Any other method will require approval of the government. Slash material will not be permitted to be piled within the Mississippi River Floodway or burned as an open, uncontained pile fire or by trench burning.

Method(s) of slash removal must be provided as a written plan and approved by the COR prior to proceeding with efforts for Phase 2. Discussion of anticipated slash removal methods will be discussed during post award meeting. Plan will include only fleeting any barge or vessel larger than 21 feet in length with in designated zones along the shoreline of Beaver Island.

All tree planting will occur only within the higher elevation areas that include 41 acres of the treatment area; a total of 480 trees are to be planted. Tree species are to be randomly distributed across the planting area. Trees are to be spaced no closer than 30 feet from any planted tree or the main stem of any tree greater than 12 inch dbh that was retained. Trees are to be planted no closer than 10 feet from the main stem of any tree less than 12 inch dbh or any stump cut for coppice. Shrubs are to be planted into 100 clusters of 10 shrubs per cluster; or a total of 1,000 shrubs. Shrub clusters are to be evenly spaced throughout the entire 47 acres of the treatment area. Only buttonbush is to be planted within the lower elevation 6 acres that was excluded from the tree cutting efforts. Shrub clusters are to include the same species or two species per cluster. Shrub clusters are to be planted as such that a clump is created; not to be planted in a single linear row. Spacing of shrubs within the cluster are to be planted 3 feet apart from any planted shrub, any retained tree, and any stump cut for coppice.

The center of a shrub cluster must be no closer than 140 feet from the center of any other planted shrub cluster.

Containerized Tree Guidelines

Containerized tree and shrub roots and potting material is to remain moist from the delivery out from the nursery to being the time of being planted into the ground. Trees and shrubs are to not have terminal leaders broken off during transport and handling efforts. Handling, staging, and storage of trees and shrubs must meet nursery standards preventing unnecessary stress and/or damage to the trees and shrubs. All trees and shrubs must be inspected and approved by USACE prior to planting. At the time of inspection, the COR and/or QAR(s) will determine if tree and shrub roots are moist, roots are not frozen, terminal leader is intact, tree or shrub height is correct, quantities per tree and shrub species is correct, and handling of trees and shrubs meet requirements of this contract and industry standards. Failure to pass any of these requirements is subject to rejection of all or individual trees or shrubs which will require replacement at the cost of the contractor. Rejection of trees or shrubs prior to being planting will be at no additional cost to the government.

During planting operations, all trees and shrubs must be inspected for circle roots; roots growing around the edge of the containerized pot that are greater than ¼ in. in diameter. All circle roots must be properly pruned as discovered while removing trees and shrubs from their individual containerized pot: roots are to be cleanly cut, not to be torn or shredded off. Proper tree and shrub handling and planting techniques must meet nursery industry standards. The hole dug for the tree or shrub must be wide and deep enough in order to plant the tree or shrub without smashing the roots during back filling of loose soil around the tree roots. The tree or shrub needs to be planted with the top of the root flare at ground level. Loose soil must be placed above the root mass during planting and is to not exceed 1 inch above the top of the root flare in depth.

The soil is to be gently backfilled around the roots so that there are no air gaps between the root mass and edge of the dug hole. All nursery materials must be removed from the tree or shrub prior to placing the tree or shrub in the ground and properly disposed of; this is to include bamboo posts, fasteners, labels, pot, etc. Mixing of tree species during planting efforts is required for random distribution of tree species throughout the planting area. Shrubs will be planted in dense areas and not randomly mixed; these high dense planting locations will be identified to the contractor post award. Trees and shrubs are to be planted so that the terminal leader is orientated vertical without any significant lean past 10 degrees.

All planted trees and shrubs are to have a GPS location collected per planted tree and shrub and provided to the government for QA review prior to invoicing for planting efforts. Coordinates of collected tree and shrub positions must be under 4 meters from the planted trees and shrubs as measurement of accuracy. The spatial information is to include the tree or shrub species and tree or shrub height to the nearest foot in height to the terminal leader. Accuracy is to be over 90 percent correct for spatial information. If accuracy does not meet 90 percent correct from a QA evaluation of a 15 percent sampling effort, the contractor will be required to rework the entire GPS collection effort prior to consideration of completion to planting work. Accuracy will be measured by coordinate location, tree or shrub species, and recorded tree or shrub height.

Any planting stock substitutions may be authorized by the discretion of the government to meet required planted quantities per species and height requirements. All determined substitutions must be provided in writing to include quantities by species and by height in units of 6 inches.

For substitutions to be accepted, the contractor must provide documentation from 3 nurseries stating they are unable to fill the required quantities listed species per height requirement by 19 August 2020.
