DEPARTMENT OF THE AIR FORCE

OKLAHOMA CITY AIR LOGISTICS COMPLEX (AFMC)

TINKER AIR FORCE BASE, OKLAHOMA

8 February 2022

MEMORANDUM FORAFSC/PZIM Contracting Officer

FROM: OC-ALC OBCA

SUBJECT: Brand Name Justification for A22-067 M Eco Film Processing System

1. The 76 AMXG/MXDE is requesting utilization of funds for the purchase of M Eco Film Processing System consisting of an M-ECO Film Processor, IS199 Chemical Mixer and Base Table/Stand.

2. All of 76 AMXG NDI's radiographic film processors are Structurix M Eco models. As such, our inspectors know how to operate, maintain, and fix them, keeping maintenance costs to the AF low.

Switching models would require training and a possible maintenance contract impacting our available production and increasing maintenance costs to the AF. Using the same model also allows us to cannibalize parts as needed to prevent work stoppage when the processor breaks. Additionally, continued use of this model will save the AF up to $25,000 because we can cannibalize parts off of the old processor when the new processor inevitably breaks. Continued use of this model allows our developer chemicals to stay within the same family reducing Tinkers environmental footprint.

3. Therefore, it is requested that M Eco Film Processing System be procured to meet all the requirements for all the maintenance squadron on Tinker Air Force and subsequently the warfighters.

4. Market research was performed reviewing Dynamic Small Business Search and System for Award Management databases using North American Industry Classification System Code 334515 looking for companies that could provide M Eco Film Processing System. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide this requirement as well as searching the World Wide Web. Under RFQ 1537291 on GSA eBuy Sixty (60) Vendors were selected. Also three ROM were received from the customer (AMXG/MXDE). In review, there are vendors that are capable of satisfying this requirement.
