About this file

This is a U.S. Fish and Wildlife Service Single Source Justification form for a sole source acquisition under the Simplified Acquisition Threshold (SAT). The procurement is for two trips to Rose Atoll to remove steel from a shipwreck site. The sole source contractor is justified due to their extensive local expertise, having been to Rose Atoll over 30 times and successfully completing the first phase of steel removal. Off-island contractors are deemed prohibitively expensive due to the remote location of American Samoa, and no other capable sources were identified. The contractor's qualifications include safely conducting previous voyages and familiarity with the specific work environment. The project was recommended by Brian Peck (Program/Project Officer) and approved by Chelsea DeVivo (Contracting Officer), with the cost deemed fair and reasonable based on the contractor's years of experience in the region.
