About this file

This document is a Single Source Justification (under the Simplified Acquisition Threshold) for the U.S. Fish and Wildlife Service to procure data processing services from Innovasea Systems, Inc. to analyze juvenile green sturgeon habitat usage data collected using Innovasea's proprietary 307 kHz acoustic telemetry system. The justification states that Innovasea is the sole developer, manufacturer, and supplier of the required Vemco line of acoustic telemetry receivers, transmitters, and associated software, and there are no alternative manufacturers or vendors capable of processing the data. The cost for the data processing services is deemed fair and reasonable based on prior contract pricing. The document also includes a Special Notice of Intent to Sole Source Award this requirement to Innovasea Systems, Inc. under the authority of FAR 13.106-1(b)(1)(i) and (ii).

1. Description of Need

3. Other Capable Sources

2. Market Research Conducted

Pursuant to FAR subpart 13.106-1(b)(1)(i) and (ii), for purchases not exceeding the Simplified Acquisition Threshold (SAT), Contracting Officers may solicit from only one source if the circumstances deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

Instructions: The information in the text boxes are provided as sample language or to indicate a needed fill-in. Sample language should be removed from the final document. All text boxes require information and shall not be left blank.

Text3: Alternate additional manufacturers and vendors for processing 307 kHz acoustic tag data do not exist. Innovasea is the sole developer, manufacturer and supplier of Vemco line of acoustic telemetry receivers, transmitters, receiver upgrades and receiver accessories and all associated software.
Text2: Market research was not conducted as the equipment utilized in this study requires the data to be processed by Innovaseas, as the technology and data processing software is patented and uniquely held by the manufacturer.
Text1: We are requesting procurement for data processing services to analyze juvenile green sturgeon habitat usage data collected within a 2-dimensional acoustic receiver array placed in the Sacramento River during the fall of 2023. This study was conducted utilizing Innovasea HR3 High Residence autonomus receivers and V3 tags which operate at 307 kHz.

Data from 29 receivers deployed in two separate receiver arrays during the course of this study will be processed to provided an electronic file(s) containing 2-dimensional positions for fish and receivers.

Wild caught juvenile green sturgeon collected within the Sacramento River by the Red Bluff Fish and Wildlife Office Juvenile Fish Monitoring Program were tagged and tracked using Innovasea V3 tags and HR3 receivers operating in HTI mode at 307 kHz for the purpose of deteriming in river habitiat usage by this federally listed species. At the current time there is no end user software, alternate vendors or manufactors with the ability to provide 2D positions tags emitting an HTI signal from multiple automonus receivers.

Text4: The HTI tag signal technology and receivers that operate at 307 kHz was developed by Innovaseas and alternate manufactorers and vendors of these products do not exist. Vemco coded transmitters and monitoring receivers use Innovasea-owned proprietary technology and coding techniques. These are not based on an open standard.
Text6: Data processing fees for this data are consistent with the prior contracts in which data was processed. For example in May 2020, data from10 receivers deployed for 43 days was processed at a cost of ~$5,600. In Sept 2021, 14 additional day worth of data were processed at a cost of ~$3,900. Given there are more receivers deployed in this study over a longer period of time this cost estimate is deemed fair.

Text5: Data is initially processed with a combined approach using the Vemco VPS software suite, the HTI MarkTags, and AcousticTag programs. The VPS software is used to time-sync the receiver data which is required for tag positioning. The MarkTags program provide the ability to automatically-batch process data and identify tag detections. This process utilizes a special purpose AI-model and machine learning to identify tag detections. Data was batch-processed using these tools. The detections were then compiled into a single detection history for each fish. This analysis produced summary files incorporating information collected by the receiver system installed at the Red Bluff site. The post-processed data sets will be combined and imported into a MS Access database.

These data files will contain all detections (date/time stamp, fish ID, hydrophone ID (and/or lat/long), 2D/3D positioning of target (within array), and any quality metrics (e.g., signal strength, positioning accuracy). All data collected during the study will be provided in raw- and data-processed formats. All related documentation will be maintained in the project file in electronic form. All electronic records will be maintained in project-specific directories within the Innovasea network.
